- THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR COMMERCIAL ITEMS PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-17. ****The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 with a small business size standard of 500 employees. This acquisition is 100% set aside for small business. In accordance with the Federal Acquisition Regulation (FAR) Sub-Part 19.5 Set-asides for Small Business, the manufacturer AND distributor must be classified as small business in order to be considered for award. Reference Numbered Note 1. ****The National Institute of Standards and Technology (NIST), has a requirement for one (1) CCD Camera System and lens adapter to be used by NIST?s Electronics and Electrical Engineering Laboratory for imaging of metallic surfaces through a microscope optical system under various magnifications and illumination conditions. All interested parties shall provide a quote for the following line items: ****LINE ITEM 0001: Quantity one (1) each CCD Camera System with the following required specifications: **PC Interface: USB 2.0 or IEEE 1394; **Digital resolution: 12 bits at 10 MHz and 16 bits at 1 MHz; **System Noise: 2 LSB at 10 MHz (programmable gain); units of charge shall be: 7 RMS at 1 MHz; **Pixel Binning: 1x1 pixel to 10 x 2048 pixel on-chip; **Exposure Time: 50 microseconds to 183 minutes (2.56 microsecond increments); ***Image Sequencing: 1-65535 image sequences under software control; **Frame Sizes: Full frame or subframe rapid scan focus mode; **Cooling: Must have thermoelectric cooler with forced air and maximum cooling to 50 degrees Celsius below ambient (room) temperature or greater. Programmable fan speed with low vibration; **Dark Current: equal to or less than 0.2 units of charge/pixel/second at minus 25 degrees Celsius; **Temperature Stability: not greater than plus or minus 0.1 degree Celsius; **Camera Head Size: Aluminum, hard black anodized. 6 inch x 6inch x 2.5inch (15 x 15 x 6.25 cm); Weight: shall not exceed 3.5 lbs; **Lens Mounting: Must be able to accept Nikon bayonet mount lenses; **Power: Shall be capable of utilizing external power supply such as AC/DC ?brick? supply with international AC input plug or alternate 12V DC input for enduser?s source in the event that further stability is found to be necessary; **Shutter Electronic; **Remote Triggering: via software control. LVTTL input to camera shall allow exposure start within 25 microseconds of rising edge of trigger; **Software must have both Active X drivers or Labview compatibility and stand-alone software for full control of features; CCD Specifications: **Array Size: 2048 pixels x 2048 pixels Progressive Scan. Interpellation and dithering are not acceptable. Preference shall be given to cameras with the highest resolution; **Pixel size: 7.4 x 7.4 microns; **Imaging area: 15.15 x 15.15 mm (229.7 mm2); **Imaging diagonal: 21.43 mm; **Linear Full Well: 40,000 units of charge; **Dynamic Range: greater than 77 decibels; **Quantum Efficiency at 400 nm: 45 percent; **Peak Quantum Efficiency (500 nm): 55 percent; **Output Sensitivity: 31 microvolts per unit of charge **Total System Noise: (at 40Mhz) 25 units of charge, preference shall be given to cameras demonstrating the highest signal to noise ratio; **Total System Noise: (at 20 Mhz) 12 units of charge, preference shall be given to cameras demonstrating the highest signal to noise ratio; **Dark Current: less than 0.5 nanoamperes /centimeters squared; **Dark Current Doubling Temperature: 7 degrees Celsius; **Charge Transfer Efficiency: greater than 0.99999; **Blooming Suppression: 300X; **Smear: 80 decibels; **Image Lag: less than 10 units of charge. ****LINE ITEM 0002: Quantity one (1) each Nikon lens adapter (or equivalent) with the following required specifications: **Complete compatibility with the CCD camera System and bayonet mounts. ****DELIVERY SHALL BE FOB DESTINATION and shall be completed in accordance with the Contractor?s commercial schedule. The Contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The Contractor shall deliver to NIST, Building 301, Shipping and Receiving, Gaithersburg, MD 20899-0001. ****The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, and 3) Price. Technical Capability and Past Performance, when combined, are more important than Price. ****Evaluation of Technical Capability shall be based on the information provided in the quotation. Quotations shall include the make and model of the products, manufacturer sales literature or other product literature, which CLEARLY DOCUMENTS that the offered product(s) meet or exceed the specifications stated above. Quotes shall clearly identify the maximum performance under those specifications where the Government has identified a preference. In determining best value, the Government will give strongest consideration to resolution and pixel count, and cameras that demonstrate the highest signal to noise ratio. ****Past Performance will be evaluated to determine the overall quality of the product and service, provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/ or information provided by NIST or its? affiliates. Quoters shall provide a list of at least THREE (3) REFERENCES to whom the same or similar products have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. ****The following provisions and clauses apply to this acquisition: Provisions: 52.212-1, Instructions to Offerors-Commercial Items; and 52.212-3 Offeror Representations and Certifications-Commercial Items.
