- Description
- The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole source delivery order under the General Services Administration?s (GSA) Federal Supply Schedule (FSS) with Distributed Solutions, Inc. (DSI) entitled "Automated Acquisition Management System (AAMS)" which is a proprietary product of DSI. The proposed effort will require the contractor to provide the NRC with continued maintenance support for its ProDoc and RegSearch modules for approximately thirty-two (32) users, which is currently being obtained by NRC under Delivery Order DR-01-0065. The DSI modules are a commercial off-the-shelf software product used by the NRC as a contract writing tool (ProDoc Module) and as a regulatory update tool (RegSearch Module). Further, under this effort, the NRC proposes to incorporate two optional requirements under the resultant delivery order which may be exercised at the discretion of the Government to: (1) upgrade the ProDoc and RegSearch modules from its current NRC Local Area Network Server to DSI's Web-based product suite (Version 6) to include the addition of its ProTrac module which will be required for approximately 32 users (20 Division of Contracts staff users and 12 Regional Office staff users), as well as provide associated training for these upgraded modules; and (2) include an XPI interface with the NRC's Federal Financial System (FFS). The authority for negotiating on a sole source basis with Distributed Solutions, Inc. is found under Section 201 of the Federal Property and Administrative Services Act of 1949, 40 U.S.C. 501, and 41 U.S.C. 253(c)(1), and Federal Acquisition Regulation 6.302-1 which provides for limiting competition in those situations where the supplies or services are available from only one responsible source and no other supplies or services will satisfy the agency requirements. The proposed period of performance for this effort is one (1) year from date of award. The NAICS code is 511210. The size standard for this requirement is $21.0 million. This notice is not a request for quotations. A determination not to compete this proposed procurement based on response to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit technical capabilities and any other information that demonstrates their ability to meet the NRC?s needs.
