- Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to acquire, through a best-value full and open competitive procurement, research and development in support of the Joint National Training Capability Laboratory for U.S. Joint Forces Command (USJFCOM), Suffolk, VA. The purpose of the contract is to obtain support for the design, development, implementation, and operation of a distributed LVC (Live Virtual Constructive) laboratory to support enabling training technology capability test and assessment for distributed training events in the context of the joint integrated battlespace. The contract type anticipated is Cost Plus Fixed Fee Indefinite Delivery Indefinite Quantity. Anticipated labor categories under this requirement are as follows: Program Manager, Sr. System Engineer, System Engineer, Jr. System Engineer, Sr. Systems Specialist, Systems Specialist, Sr. Software Engineer, Software Engineer, Test & Evaluation Engineer, Technical Writer, Subject Matter Expert, and Administrative Support Specialist. The prospective contract is anticipated to be for a one-year base period and will contain provisions for 5 one-year options. The estimated level of effort for the base year is 67,680 hours. The total estimated level of effort, if all options are exercised, is 571,520 hours. The principal place of performance will be in Government spaces at the USJFCOM facilities in Suffolk, VA. The solicitation will require the submission of cost/price and technical proposals. The solicitation will consider offerors? technical proposals significantly more important than their cost/price proposals. The Government intends to award a single task order contract. The anticipated award date for this contract is 31 March 2003. All responsible sources may submit a proposal which will be considered by the Government. The applicable NAICS code is 541710 and the size standard is 500 employees. The solicitation will be available on the following website upon issuance: www.neco.navy.mil. Numbered note 26 applies.
