- Description
- Indefinite Delivery Indefinite Quantity Architect-Engineer Contract for Multi-Discipline services for Incirlik Air Base, Turkey. These services are to develop contracting documents and other engineering services. The work will include a variety of projects of a multi-discipline nature involving renovations, alterations, repair, and maintenance to base facilities. Specific projects may include utility systems upgrades, pavement repairs, and airfield system repairs. Firms may also be required to conduct designs, studies, investigations, sampling, and testing for asbestos and lead-based paint as well as construction management services for environmental and infrastructure projects. The firms must provide all the civil, structural, architectural, mechanical and electrical works necessary to accomplish the work. The work shall include, but not be limited to, the following: (1) The project includes A&E design and A&E service, providing standard design, detailed requirements, format, preparation and submittal of drawings, specifications, cost estimates, project engineering documentation, and other related documents for construction contracts. (2) A&E will be required, as necessary, to provide performance support, during construction. (3)A&E will be required, as necessary, to conduct as-built incorporation into drawings. Total fees for this contract cannot exceed $1,000,000.00 per year and $300,000.00 per task order. The anticipated contract award will be for one base year with five option year periods. Each Firm will be evaluated on significant specific evaluation factors in relative order of importance: (1) Professional qualification necessary for satisfactory performance of required services; (2) Specialized experience and technical competence in the type of work required, including, where appropriate, experience in energy conservation, pollution prevention, waste reduction, and the use of recovered materials; (3) Capacity to accomplish the work in the required time; (4) Past performance on contracts with Government agencies and private industry in terms of cost control, quality of work, and compliance with performance schedules; (5) Location in the general geographical area of the project and knowledge of the locality of the project. All Architect-Engineering firms which meet the requirements listed in this announcement are invited to submit a completed Standard Form 254 and 255, U.S. Government Architectural-Engineering Qualifications to the 39th Contracting Squadron, Bldg 485, Incirlik AB, Turkey 09824. (Only one copy is required) Multiple awards will be made from this synopsis. Firms responding by 9 December 2003 at 1500 hours will be considered for selection. These services are restricted to only firms based in Turkey.THIS IS NOT A REQUEST FOR PROPOSALS.
