- This is a combined synopsis/solicitation for a Human Resources Consultant. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is 100% small business set-aside and the North American Industry Classification System (NAICS) code is 541612 with a small business size standard of $6.0 million. It is the intent of the National Institute on Drug Abuse, Intramural Research Program to contract with a single established Human Resources Consultant with extensive experience with the HHS human resources system. Specific experience must include: ?Demonstrated understanding of hiring mechanisms such as IRTA?s, Title 42 , Title 38, SBRS and others. ? Cases specific to sexual harassment, hostile workplace, disability, and age discrimination ? Demonstrated experience managing a program that supports visiting fellows, associates and scientists. Period of Performance should not to exceed 1500 hours from the date of award. The quotation must indicate the hourly rate. The purchase order will be awarded as a Firm Fixed Price Purchase Order. The evaluation of quotes and the determination as to equality of the service shall be the responsibility of the Government and shall be based on information provided by the vendors. The Government is not responsible for locating or securing any information, which is not identified in the quotation and reasonable to the purchasing activity. To insure that sufficient information is available, the vendor must furnish as part of their quote all descriptive material necessary for purchasing activity to determine whether the products meet all salient characteristics of this requirement. The Government will award to the responsible offeror whose offer conforms to this solicitation and will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers the ability to meet the technical requirements, past performance, and price. Technically acceptable offer must show the offeror can meet the requirements of the Government. The following FAR provisions and clauses apply to this solicitation: 52.212-1 Instructions to Offerors-Commercial, 52-212-3 Representations and Certifications-Commercial Items, 52.212-4 Contract Terms and Conditions-Commercial Items, and 52.212-5 Contract Terms and Conditions including clause incorporated by reference under section (b); This procurement is 100% small business set-aside and will follow simplified acquisitions procedures in FAR Part 13. All quotations must be submitted by mail to: NIH/NIDA/IRP, Attn: Lesley Williams, 5500 Nathan Shock Drive Bldg. C Room 133, Baltimore, MD 21224. All quotations are must be received on or before December 11, 2003 4:00 P.M. local time. No facsimile or email quotes will be accepted. No phone inquiries. All responsible sources will be considered.
