Description
This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Request for Quotation number is DTCG89-04-Q-QTNM14 and incorporates provisions and clauses in effect through Federal Acquisition Circular 2001-17. This acquisition is set-aside 100% small business. The NAIAC Code is 33999; the size standard is 500 employees. The contract type will be firm fixed price. The contract will be awarded using Simplified Acquisition Procedures. The Government proposes to solicit quotes on the items listed that meet the following criteria. Devices that can handle the stress related to expandable baton strikes and FX simunitions, which also allows for realistic targeting. These devices must meet or exceed the following specifications. Durability ? Heavy, durable material, without seams and an expected 10 year service life. Realism ? Human features for realistic targeting. Functions - Human sized with a minimum weight of 150 pounds to resist being knocked over, also means of wheeled transport to allow easy set up. Expected Use ? Giving student realistic practice with the expandable baton as well as initial training in how to use the Simunitions. Items are as follows - 16(sixteen) each Baton dummies that meet the above listed specs. 20 (twenty) each cuff man, which can arrest and control training dummy with freestanding mount. 8(eight) each control handles. The contractor shall deliver to COMMANDING OFFICER, TRAINIG CENTER PETALUM T-MLE, 599 TOMALES ROAD, PETALUMA, CA 94952. Shipment shall be marked with the purchase order number, name and address of the contractor on the outside for identifying purpose. Award of this purchase will be based on the lowest price that meets or exceed specifications. The following FAR provisions apply to the acquisition: FAR 51.212-1. Instructions to Offers ? FAR 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Order ? Commercial Items. The following clauses cited in FAR 52.212-5 are applicable to this acquisition: 52.222-21, Prohibition of Segregated Facilities (Feb 1999); FAR 52.222-26, Equal Opportunity (E.O. 11246); FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans (38 U.S.C. 4212); 52.222-36, Affirmative Action for Handicapped Workers (29 U.S.C. 793); 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era (38 U.S.C. 4212); 52.222-19, Child Labor--Cooperation with Authorities and Remedies (E.O. 13126); 52.225-1, Buy American Act--Balance of Payments Program--Supplies (41 U.S.C. 10a - 10d); 52.232-33, Payment by Electronic Funds Transfer--Central Contractor Registration (31 U.S.C. 3332); Offers are due on December 9, 2003, 5:00pm, local time. Offers shall be mailed to Commander, Maintenance and Logistics Command Pacific, Bldg 54A, Coast Guard Island, Alameda, CA 94501-5100, Attn: Donna Oneal. Offers must provide as a minimum: (1) solicitation number; (2) name and address, point of contact and telephone number of the offeror; (3) price and discount terms; (4) a complete copy of representations and certifications; (5)sufficient technical literature and description.
