- Description
- The purpose of this Modification to BAA04-03 is to notify Proposers of new Evaluation Criteria for award selection, and to make an administrative correction to Modification 2 that was previously published. The following is applicable: DELETE: The due date for consideration for funding during the First Selections Phase is extended from 12:00pm local time on 19 DEC 03, to 12:00pm local time on 9 JAN 03. INSERT: The due date for consideration for funding during the First Selections Phase is extended from 12:00pm local time on 19 DEC 03, to 12:00pm local time on 9 JAN 04. DELETE: EVALUATION CRITERIA: Proposers choosing to respond to this BAA will be evaluated against the following five (5) criteria: 1) Overall Scientific and Technical Merit, 2) Contribution to DARPA/ATO Mission, 3) Proposers Capabilities and Related Experience, 4) Approach/Ability to Transition Technology, 5) Cost Realism. Technical factors (Overall Scientific and Technical Merit and Contribution to DARPA Mission) are considered more important than non-technical factors (Proposer's Capabilities and Related Experience, Approach/Ability to Transition Technology, and Cost Realism). INSERT: EVALUATION CRITERIA: Proposers choosing to respond to this BAA will be evaluated against six (6) evaluation criteria, which are listed in order of importance. These criteria are as follows: 1) Technical Approach - The proposer's Technical Approach will be evaluated to determine the extent that the proposed technology maturation effort, and/or prototype development and testing, enables the ORCLE vision and meets the program objectives and goals discussed in Section 2.0 of the ORCLE solicitation (BAA04-03). The proposer must show a credible technical approach to achieving the Go/No Go Criteria within the stated timeframe; 2) Operational Utility - The proposer's description of the potential contribution to warfighting effectiveness enabled by the proposed solution will be evaluated; 3) Concept of Operations - The proposer's Military and Technical Concept of Operations for the proposed system will be evaluated. The Military Concept of Operations should be consistent with emerging visions for future warfighting capabilities and the Technical Concept of Operations should support the Military Concept; 4) Management Approach - The proposer's Management Approach will be evaluated to ensure that overall sound methodologies and lean, efficient management practices will be used to complete ORCLE successfully. This evaluation area will also consider the proposer's Program Plan and accomplishment criteria; 5) Potential Contribution and Relevance to the DARPA/ATO Mission - The objective of this criterion is to establish a strong link between this work and the DoD mission. It is NOT necessary that the proposed work be immediately usable in military systems. It is only necessary that this work contribute to technical areas of need by the DoD. Dual use of technology enabling DoD systems to ride on commercial development practice is key to keeping the cost of DoD systems low; 6) Cost Realism - The Offeror's Cost Proposal will be evaluated based on the extent to which the proposed costs reasonably, completely, and realistically reflect the ORCLE activities described in the Proposers Information Pamphlet and BAA.
