Description

The General Services Administration (GSA), Northeast and Caribbean Region has received an unsolicited proposal to upgrade lighting, water, and HVAC systems and equipment at the Martin Luther King Jr. Federal Courthouse in Newark, New Jersey under an Energy Savings Performance Contract (ESPC). Qualified contractors are invited to submit an energy savings performance proposal, which accomplishes lighting, HVAC, and water conservation measures, including upgrades to chillers, motors, variable speed drives, lighting systems, and water conservation measures. Interested contractors must be on the U.S Department of Energy's List of Qualified ESPC Contractors. Contractors meeting the qualifications and capable of successfully accomplishing the work described above should submit a detailed proposal to GSA within 30 days of the notice date. Proposals should include the following: 1)Firm Capabilities, 2) Past ESPC Experience on Similar Projects, 3)Personnel Qualifications, 4) Professional References, and 5) Financial Capabilities. Firms will be evaluated on the completeness of the proposal; relevance of capabilities, experience, and approach to this proposed GSA ESPC project; demonstrated past experience performing energy efficiency projects for GSA; and financing capabilities. GSA will make an award based on best value.
