- Indefinite Quantity Environmental Architectural Engineering (A/E) Services for Air Quility Compliance at various locations in CA, and lesser extent in AZ, NV, UT, NM. THIS IS NOT A SOLICITATION ANNOUNCEMENT: THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. THE PURPOSE OF THIS SOURCES SOUGHT SYNOPSIS IS TO GAIN KNOWLEDGE OF POTENTIALLY QUALIFIED SOURCES AND THEIR SIZE CLASSIFICATIONS (8(a), HUBZONE, MENTOR-PROT?G? PROGRAM, SMALL BUSINESS, UTILIZATION OF INDIAN ORGANIZATIONS AND INDIAN OWNED ECONOMICS ENTERPRISES, OR ANY OTHER SBA APPROVED SMALL BUSINESS PROGRAM RELATIVE TO NAICS CLASSIFICATION 541330, ENGINEERING SERVICES, (SIZE STANDARD $4.0 MILLION AVERAGE ANNUAL RECEIPTS FOR PROCEEDING THREE FISCAL YEARS) RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS. AFTER REVIEW OF THE RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS, AND IF THE GOVERNMENT STILL PLANS TO PROCEED WITH THE ACQUISITION, A SOLICITATION ANNOUNCEMENT WILL BE PUBLISHED IN THE FEDERAL BUSINESS OPPORTUNITIES. RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS ARE NOT AN ADEQUATE REPONSE TO THE SOLICITATION ANNOUNCEMENT AND ALL INTERESTED OFFERORS MUST RESPOND TO THE SOLICITATION ANNOUNCEMENT. Following is a general description of work for the anticipated contract. Architect and Engineering services are required to provide technical support to Navy and Marine Corps installations to meet their statutory air compliance requirements for all applicable environmental laws and regulations pertaining to air quality, and compliance with similar requirements as required to support other related CERCLA, RCRA, and Base Closure and Realignment (BRAC) projects. The A/E contractor shall provide these services at U.S. Navy and Marine Corps installations and other government facilities predominantly in Southern California, and to a lesser extent in Arizona, Nevada, New Mexico and Utah. The contract would be awarded for a base year of $3,000,000 with four one-year options of a $3,000,000 per year, for a total dollar value of $15,000,000. Individual task orders may not exceed $1,000,000. If a small business were to receive an award as prime contractor as a result of the solicitation, the small business prime will be required to comply with FAR 52.219-14 which states that ?at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern?. The Government is looking for the following information: (1) Specialized experience of the firm and/or proposed consultants, that was substantially completed in the period between October 1998 to October 2003, in performing multiple simultaneous projects and preparing studies/analyses/plans for air quality requirements involving permitting documentation and support to obtain local, state, and/or federal air permits (including Title V and Title III Requirements of Clean Air Act documentation (CAA Amendments of 1990)); preparation of Emergency Planning and Community Right to Know Act (EPCRA) Section 312 and 313 Reports; preparation of air emission growth projections for State Implementation Plan; development of emission reduction credit studies, preparation of air quality conformity applicability determination and analysis; preparation of Contingency Plans, Air Pollution Abatement Plans, New Source Review Plans, Air Toxic Emissions Inventory Reports, Air Toxic Health Risk Assessments, Air Toxic Risk Reduction Audit and Plans, Employee Commute Reduction Plans, 8-hr Ozone and PM2.5 Studies, Air Emission Control Plans, Asbestos and Radon studies, surveys and reports, radon mitigation projects, Ozone Depleting Substances (ODS) substitution studies, and Risk Management Plans and Risk Reduction Audits; preparation and updates to Air Emissions Inventories for Criteria Pollutants and Hazardous Air Pollutants (HAPs), including emissions from non-permitted sources, National Emission Standards for Hazardous Air Pollutants (NESHAP) compliance plans, air quality impact analysis; development of Emission Source Testing protocol and data interpretation; conducting Best Available Control Technology (BACT) & Lowest Achievable Emission Rate (LAER) studies and reports, air dispersion modeling; and integration of air quality data into an Environmental Information Management Systems. Firms shall also document recent experience interfacing with federal, state or local regulatory agencies. Recent documented project experience and participation in working groups within the San Diego County Air Pollution Control District (SDCAPCD); South Coast Air Quality Management District (SCAQMD); Mojave Desert Air Quality Management District (MDAQMD); San Diego County Hazardous Material Management Division (HMMD); Arizona Department of Environmental Quality (ADEQ) boundaries will be weighted higher than those projects located outside these geographic areas. SUBMISSION REQUIREMENTS: Firms submitting responses shall present their information in a matrix format showing contracts they have performed. The matrix shall show the most recent 10 projects that prove your firm can meet the qualification criteria listed above, with contract numbers, contract type (firm fixed price, cost reimbursement, etc), total contract price (value), client?s name, current and accurate client point of contact with phone number, geographic project location, description of the contract?s work requirement, specific description of the actual work that the respondent did (was your firm the prime or subcontractor and if a subcontractor, what percentage was your firm responsible for), dates of the contract performance, and list key personnel that participated in the projects and what were their responsibilities. Provide your ability to meet the qualifications above relative to your firms? qualified professional personnel. Provide the firm?s status, size of the business, relative to the NAICS code 541330. Firms certified by SBA as 8(a), HUBZONE, ETC must include a copy of certification. Responses shall not be in excess of 13 (thirteen) pages. Two sided pages count as two sheets. 10 (ten) pages should be dedicated to past and current projects that show the firms ability to perform the work. There should be one project per page. Two (2) pages should show key employees, both firm and subconsultants, and their experience relative to the work. One (1) page should be the cover sheet which includes name of company, address, telephone number, fax number, at least two contacts, email address, business size, and a short description of the firm?s history including years in business, number of employees, and main disciplines of the firm. Copies of SBA Certifications are not included in the 13 (thirteen) page count. Packages are due 04 December 2003, 2:00 pm Pacific Standard Time.
