Description
This is a notice of intent from the Naval Air Systems Command to issue a sole source modification under existing Contract No. N00421-03-C-0056 with National Lucht- EN Ruimtevaartlaborator, National Aerospace Laboratory, (NLR), in Amersterdam, Netherlands. The purpose of this modification is to increase the level of effort for the technical engineering services, materials, and technical assistance support for the complete teardown and inspection of the port wing of the United States Navy (USN) P-3C Structural Life Assessment Program (SLAP) Full-Scale Fatigue Test (FSFT) test article to obtain data required for the re-baselining effort in the USN P-3C SLAP. Participants in the program include the USN, the Royal Australian Air Force (RAAF), the Canadian Forces (CF), and the Royal Netherland Navy (RNLN). This teardown and inspection effort includes: building tools to support the subject wing sections, visually inspect the wing sections and document structural deficiencies, remove paint and sealant, inspect parts with florescent penetrant, inspect selected holes with eddy current, cut coupons for fractography analysis, perform in-house Scanning Electron Microscope (SEM) analysis on the coupons, preserve and store the components for transporting them to a NAVAIR facility at a later date, and produce the final report documenting the results. National Aerospace Laboratory, (NLR)is the only firm that possesses the necessary knowledge, experience, and technical data required to manufacture these targets and perform this effort. The proposed modification will be a Firm-Fixed Price (FFP) type under the above referenced contract, increasing the estimated value by $149,950.00 from 798,000.00 to a revised estimated contract value of $947,950.00. This requirement will be procured in accordance with FAR 6.302-1 (a) (2), "only one responsible source and no other supplies or services will satisfy agency requirements".
