Description
It is the intent of the Center for Information Technology (CIT), National Institutes of Health (NIH), to procure professional services on a sole source basis from Ms. Kathleen Signaigo, Gaithersburg, MD 20878. The purpose of this procurement is to acquire management analysis support for a period of 12 months, with one 12-month option, to assist CIT?s executive office in management analysis activities relating to administrative services and workforce planning . Ms. Signaigo will have responsibility for developing long and short-range plans on human capital issues and resolving organizational and human resources issues. She will plan, design, and perform or oversee studies and analyses related to functional areas of responsibility, operating methods, procedures, and utilization of resources. CIT is seeking the specialized services of an individual with an expert knowledge and understanding of CIT?s unique and complex IT resource issues who can successfully accomplish the following tasks: ? As a consultant to the CIT senior level administrative management team, provide support to planning deliberations and decisions concerning the allocation and administration of the Center?s human resources. Serve in an advisory capacity to the CIT Executive Officer in the development of long and short-range plans, programs and activities on human capital issues and the solution of organizational and human resources problems. ? Support efforts to plan, design and oversee or perform studies and analyses of management/operational functions related to functional areas of responsibility, operating methods, procedures, utilization of resources, etc., to identify potential problem areas where improvement is desirable. Develop constructive solutions responsive to the demands of a sound human resources management program and the CIT mission. The analyst conducts a wide range of critical analytical studies of an administrative or human capital nature for the Center. In the past, this has included recent projects/studies such as CIT?s annual Hiring Plan, annual HR review process, managing CIT?s IT freeze request listings, the ?A-76 study?, and IT sensitivity coverage. Future studies may include studies on the alternatives to providing coverage in the NIH Data Center, succession planning, IT core competencies, evaluation of the CIT training program, redesign of the CIT performance management system, and management review on use of delegated authorities ? Support the development of reorganizations, realignments and other changes affecting the structure or allocation of CIT?s HR resources. Review and provide advice concerning the creation of reorganization packages, performs analyses of proposed structure and suggests alignment of staff resources to best satisfy program needs. ? Provide assistance in helping CIT transition from a full service hands on highly customer oriented HR activity to the new NIH Consolidated HRO Organization. Develop internal policies and procedures to meet CIT goals and objectives, improve the organizational effectiveness of activities, coordinate with the DHRO operations team providing service to the CIT to coordinate, facilitate and/or negotiate issues of importance dealing with pending HR issues and provide program officials with the information needed to manage their human capital in an effective manner. Develop strategies and procedures to implement NIH wide personnel management policies and procedures, determining implications for CIT, developing modifications responsive to the particular requirements of CIT, as necessary, and ways of explaining policies to staff. ? Help identify human capital needs of the Center and assists management in determining how to initiate actions to satisfy those needs. Specifically this includes, but is not limited to: reviewing newly proposed position descriptions & vacancy announcements, or crediting plans for senior or unique positions only, reviewing proposed retention allowance requests, or Title 42 stipend increases. ? On a routine basis provide advice and counsel to the Executive Officer on a broad range of administrative matters. Serve as a principal advisor, facilitator and resource person, ensuring that responsibilities within the areas of, administrative delegations, senior level compensation, position management, personal services contracts, performance management, etc. are carried out, regulations adhered to, problems and issues are resolved and properly coordinated by NIH Human Resources or other NIH administrative staff. ? Help support CIT?s performance management systems in developing procedures and information to ensure that managers and supervisors are well informed of the requirements of SES, IPP, Title 42 and Commissioned Corps performance management systems. Provide advice on the development of effective performance contracts/plans and works with program officials to assure the systematic evaluation and reward of employees covered under established performance systems. CIT has determined that Ms. Signaigo possesses the unique combination of knowledge, skills and abilities and understanding of the CIT organization and human resource and management needs to successfully accomplish the specified tasks. She has been providing a combination of management and human resource advisory, technical and operational services for over 25 years. She has worked directly with CIT senior managers over the last six years in providing a full range of human resource and management services in areas related to CIT organizational development, workforce planning, human resource planning reviews, performance contract/performance management, employee relations, recruitment, classification, compensation, IT personnel security, training and a variety of special project areas. Based on her personal knowledge of the evolution of the CIT, her unique grasp of the information technology services provided by the various operating divisions of the CIT, her active participation with key management officials, and her standing and expertise in the community, she has been able to independently perform these tasks and present management completed work products. Ms. Signaigo has worked closely with CIT Office and Division Directors, including the CIT Executive Officer in providing expert level support to requests from the NIH and the Department of Health and Human Services (DHHS), requiring in-depth knowledge of the types of IT services provided by CIT, the categorization of the competencies possessed by CIT staff, and ability to translate that information into meaningful responses. By virtue of her previous experience, Ms. Signaigo has an in-depth understanding of the organizational and HR needs of CIT to fulfill its mission which, in part, is to (1) provide leadership at NIH for the determination of NIH computational and telecommunications needs, (2) maintain a state-of-the-art regional computer facility, (3) provide leadership and focus within NIH for the development and implementation of IT policy and standards, and (4) serve as a Federal Data Processing Center. During a recent requirement to move all CIT managers and supervisors to performance contracts, Ms. Signaigo served as the key resource in developing those contracts and metrics used in individual performance contracts and in ensuring consistency across the CIT. While employed with CIT, she served as the Deputy Human Resource Officer and was a key advisor to CIT management on highly sensitive issues in the areas of human resources, especially employee relations. By successfully managing several complex cases, and serving as the lead advisor to other HR staff, CIT was able to establish a record of dealing fairly and appropriately with performance and conduct related issues. Her advice and expertise on these cases also increased her standing with management officials in successfully working to correct these kinds of problems. With the centralization of HR services, the CIT has had to reorient the delivery of several areas of HR that are not provided by the central HR office. Ms. Signaigo has been able to effectively work with CIT staff in redeploying assignments throughout the CIT as appropriate and developing policies and procedures to implement these decentralized services. CIT has determined that based upon her previous experience and expertise, Ms. Signaigo will not require orientation to CIT?s organizational and HR activities and issues, and is the only source with the unique qualifications who can successfully accomplish the specified tasks.
