- Description
- This is a notice of intent to negotiate on a sole source basis with Sea Technology Services for the development of multi-instrumented buoys and instrumentation for multi-scattering target strength estimation for the Advanced Survey Technologies Program of the Southwest Fisheries Science Center. This development is a critical component of the U.S. AMLR program and is an annual cruise to a study area located in the vicinity of the Antarctic Peninsula. Both shipboard and shore-based studies are conducted in order to monitor the state of the pelagic ecosystem. One of the components of shipboard operations is the collection and archiving of data used to describe the physical environment. These data include 1) continuous observations of sea surface and meteorological conditions, and 2) vertical profiles of temperature, salinity, light transmission, and other parameters, and 3) the deployment, monitoring, and recovery of multi-instrumented buoy arrays. The contractor has multiple years of prior involvement in the specific oceanographic data collection tasks, and in the design, manufacturing, and deployment of multi-instrumented buoy equipment to be used in these studies. For both studies, the contractor will assist in the setup, integration, testing, troubleshooting and deployment of the oceanographic, meteorological, and echosounder equipment. The contractor will also assemble, test, deploy in the Southern Ocean, and re-pack the multi-instrumented buoy instrumentation. Moreover, the contractor will provide Electrical, Mechanical, and Software Engineering services as well as machining and instrument construction. Ultimately, results from all of these research efforts will help to ensure the long-term sustainability of the krill fishery, the health of land-breading predators (primarily seals and penguins) around the Antarctic Peninsula, and assist in the remote sensing of a variety of commercially harvested and ecologically important marine species. Specific objectives for this contract are: 1. Set up and maintain the instruments, connections and data logging equipment; 2. Collect and archive underway and station data; 3. Prepare a report summarizing activities and data collected; 4. Provide general electronic technician support to other shipboard research components; 5. Set up, test, deploy, monitor, recover, and pack the Government?s multi-instrumented buoy arrays; 6. Provide Electrical, Mechanical, and Software engineering and mechanical and electronic fabrication services for the refinement of multi-instrumented buoy arrays, and the development and construction of portable equipment for measuring the broadbandwidth scattering spectra of a variety of fish and zooplankton species.
