Description
The U.S. Coast Guard (USCG) has a requirement to complete the development of its Enterprise Architecture (EA) and Enterprise Transition Plan (ETP) across all of its enterprise missions and programs. Over the past year an initial segment of the EA was developed focusing on Command and Control, Communications, Computers, Intelligence, Surveillance, Reconnaissance (C4ISR) interoperability within Coast Guard and its partner agencies. An initial version of the ETP centered on C4ISR was also produced. Services during 2004 will continue the original plan by extending the EA and ETP to include the non-C4ISR systems (finance, personnel, logistics, etc.). The completion of the ETP will function as a roadmap for all USCG for current and planned Information Technology (IT) procurements. The objectives of the proposed effort are to: extend the EA to include business (non-C4ISR) systems, provide more in-depth C4ISR architectural analysis to meet emerging requirements for Maritime Domain Awareness, and implement management and governance procedures initiated during 2003. The products developed under this task order must be coordinated with the further development of the Department of Homeland Security EA while ensuring alignment with DOD Architecture Framework. MITRE Corp. developed the initial segment of EA and the initial version of the ETP. The USCG intends to issue a sole source contract to MITRE for this research and development as a follow-on effort. This is not a request for proposals. No solicitation is available, nor will one be issued. Parties that believe they can fulfill this requirement are required to submit qualification packages prior to the closing date. Packages must contain a full description of the party?s capability to fulfill the Coast Guard requirements in sufficient detail to determine whether the firm is acceptable. Marketing information and high level corporate capability statements are not desired and will not be accepted. In the event no additional capable firms are identified through this synopsis, the Coast Guard will award a sole source contract. See numbered note 22. Closing date for submission is 12/15/03.
