Description
NAICS Code: 339950 The U.S. Environmental Protection Agency (U.S. EPA) Office of Air and Radiation, Climate Protection Partnerships Divsion (CPPD) intends to award fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement is published as a small business set aside. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items, FAR 52.212-3, Offeror Representations and Certifications-Commercial Items and FAR 52.212-4 Contract Terms and Conditions-Commercial Items, apply to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible Offeror whose offer, conforming to the solicitation provisions, will be the lowest price/technically acceptable. The purpose of this acquisition is to obtain approximately 700 ENERGY STAR cast bronze plaques for buildings designated as energy efficient. The Government may choose to exercise four option years with approximately 700 units per year. The following specifications shall be used. A graphical representation is available upon request by e-mailing Jami Rodgers at rodgers.jami@epa.gov DIMENSIONS:12 in. width by 10 in. height overall; 1/4 in. depth; Background depth: 5/32 in.; Raised text and graphic elements depth: 1/4 in. PLAQUE MATERIAL: No. 255 SX Ingot (containing no ozone depleting elements or compounds, and non-radioactive) COMPOSITION: Copper 88.22 percent; Tin 4.59 percent; Lead 2.22 percent; Zinc to balance; Iron .22 percent; Antimony .02 percent; Nickel .76 percent; Silicon .003 percent; Manganese 0.00 percent; Phosphorus .013 percent; Sulphur .007 percent FINISH: The plaque shall be belt-sanded to a satin finish with no polishing compound used. SEALANT: EL185 acrylic lacquer, automotive performance which shall be formulated to last for 5 years; plaques may be cleaned with a brass cleaner or lightly sanded with fine sandpaper and re-sprayed with clear acrylic lacquer on an as-needed basis. BACKGROUND: Fine pebble stipple painted with ELDB200, Duranotic Bronze Martin Senour Mix. COLOR: The background of the logo on this plaque will be available in either gray (60 percent black) or cyan (PMS Process Cyan). EPA will specify color choice with each order. INSTALLATION: The Contractor shall provide 3/16 in. diameter pre-drilled screw holes so they are not recessed and shall include appropriate screws with plaque (i.e. flat head or pan head). The Contractor shall check screw holes for position and size and may shift as appropriate. In addition, the Contractor shall provide anchors appropriate to installation on substrate material (i.e. brick, concrete, steel, etc.) ENERGY STAR BUILDING LOGO: Logo shall be 8-5/32 in. from top to bottom. Logo shall be 31/32 in. from left edge of plaque and 31/32 in. from right edge of plaque. Logo shall be 31/32 in. from the top edge of the plaque and 2-7/8 in. from the bottom edge of the plaque. Script letters for ?energy' and the ?star' and the ?curve' design shall be 7 pt. thick rule lines. The lines for the logo shall be 1/4 in. deep. The background of the logo shall be 5/32 in. deep. The background of the logo on this plaque shall be available in either gray (60 percent black) or cyan (PMS Process Cyan). EPA will specify color choice with each order. The Contractor shall paint ONLY the background behind logo box in cyan blue or 60 percent gray, and shall not paint outside edges of logo box or edge of plaque, nor the flat area around outside of logo box, date, or area around the date. (These areas shall be natural brass). ENERGY STAR LETTERS: Letters shall be 1/4 in. deep. YEAR: The numerals of the year shall be 61/64 in. high. The numerals total 2-27/32 in. wide. The numerals shall be 1/4 in. deep. The year shall be centered horizontally on the plaque and vertically between the bottom of the logo box and the bottom edge of the plaque. The NAICS Code for this procurement is 339950. Any firm who believes it is capable of meeting EPA's requirement stated herein may submit a response, which if received by the response date, will be considered.
