Description
This is not a notice for a solicitation. This is only a Request For Information (RFI). The Government does not intend to award a contract or any type of agreement on the basis of this RFI or to otherwise pay for the information solicited under this RFI. This is NOT a request for proposal or an invitation to bid; merely a request for information. Neither a draft statement of work nor a complete specification is available at this time. However, a high-level functional requirement based on some preliminary analysis will be available upon request by contacting mgill@usgs.gov. The U.S. Geological Survey is interested in exploring technologies and solutions that can help the organization manage content on its web sites more effectively and efficiently. Specifically the organization is interested in developing and incrementally deploying a multi-tier enterprise Web Content Management (WCM) system using a role-based framework to formalize and more effectively manage the USGS's web publishing life-cycle to assure content quality, timeliness, usability, accessibility, and accountability. This will ensure that anyone can find, get, and use USGS information in ways that are meaningful to them and with full confidence that the information is the most up-to-date and of the highest possible quality. USGS serves its information on the web through a wide network of more than 300 web servers distributed across the 50 states. The content on these sites focus on natural sciences that includes hydrology, geology, geography, and biology. The complexity of topics range from highly technical information to educational information. The audience includes scientists, students, recreationists, and congressional staff members. The purpose of this RFI is to seek information from the industry to assist the agency in the development and deployment of web content management strategy and system(s). The responses to this RFI should include (1) technical architecture alternatives (e.g. centralized vs. distributed); (2) address content delivery (output), content authoring and acquisition, content management repository and interoperability and scalability as related to WCM; (3) technical feasibility of the proposed solution; (4) for products, descriptions of features including discussion of available "out of the box" and customizable features; (5) approximate cost information (i.e., order of magnitude, maintenance fee) that is limited to the product cost and initial cost of implementation; (6) discussion of the licensing structure (e.g. enterprise license, per user license, base license with the ability to add additional licenses for additional functional modules/users); (7) information that would be useful in procuring products/services; and (8) company contact information. The response format should not exceed 20 pages including figures. Company and product brochures are not acceptable as part of the response. The response should be prepared using Microsoft Word. Questions and all responses should be submitted to the Contracting Officer, Melissa W. Gill, at mgill@usgs.gov. Responses are due no later than close of business on December 15, 2003. Any subsequent solicitation will be synopsized prior to its release.
