- Description
- Air Combat Command is planning to purchase non-personal services for RC/OC/WC-135 and E-4B Aircrew Training and Courseware Development. The period of performance will cover a one-year base period with four, one-year options. The place of performance will be at Offutt AFB, NE. The government expects to make an award on or about 15 June 04. The phase-in period will be 2 months beginning on 01 Aug 04, with a performance start date of 1 Oct 04. A draft Statement of Work (SOW) is included in this announcement and a draft Request for Proposal (RFP) will posted on FedBizOps on or about 1 Dec 03. This action will be issued as a RFP on or about 5 Jan 04 and a pre-proposal conference will be held on or about 20 Jan 04. Interested parties should review the documents posted on the FedBizOps and provide any comments via e-mail to this office. The Air Force will consider and respond to all input received. Industry response is encouraged to ensure all parties have maximum opportunity to participate in this acquisition. Proposals will be due on or about 5 Feb 04. The government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information. Hard copies will not be made available. The applicable North American Industry Classification System (NAICS) is 611512. The information will be placed on the RC/OC/WC-135 and E-4B source list and will be used to notify potential offeror(s) of major changes/amendments to draft or solicitation documents. However, it is the offeror(s) responsibility to monitor the Internet for the release of the solicitation. All responsible sources may submit an offer and each offer will be considered. Please send all questions/correspondence for this requirement to the POC. The government seeks industry input to determine if this acquisition should be a total set-aside under the auspice of the Federal Acquisition Regulation (FAR) Part 19. Interested small businesses who are certified and qualified as a small business concern in NAICS 611512 are encouraged to respond and submit their notification to this office NLT COB 30 Nov 03. Responding small businesses will be required to submit a capabilities package outlining their capabilities in key areas as determined by the government and relevant to the performance of this requirement (see letter attached to this notice).
