Description
The Department of Homeland Security (DHS), Bureau of Immigration and Customs Enforcement (BICE), has a requirement for a long-term temporary residential care and secure-bed detention facility for undocumented aliens who are being detained pursuant to violations of the Immigration Laws of the U.S. The successful contractor shall provide a facility capable of housing at least 252 adult males and 48 adult females. The contractor's facility is to be located within 30 miles of the Newark Liberty International Airport, Newark, NJ, in New Jersey state counties Hudson, Essex, Union, Somerset, Morris, Middlesex, Passaic, Bergen or Monmouth. The successful contractor shall provide all necessary management, labor, supervision, equipment, and material in order to provide, operate, and maintain a facility and to provide all required services for the detainees. The Government intends to award one indefinite-delivery contract for an initial one-year period with four one-year option periods, which if exercised could extend the performance period to a total of five years. All offers received will be evaluated for the initial period plus the four option years. The Government will guarantee a minimum of 225 beds per day. This contract is subject to the provisions of the Service Contract Act. The North American Industry Classification System (NAICS) is 561210. Interested offerors are also required to provide information for compliance with the National Environmental Policy Act (NEPA) of 1969, 42 U.S.C. 4321 et seq., and the implementing regulations at 40 CFR Part 1500. All interested offerors shall submit with the proposal in response to the solicitation a Phase I Survey conducted in accordance with the American Society of Testing and Materials (ASTM) E-1527, "Standard Practice for Environmental Site Assessment: Phase I Environmental Site Assessment Process." Failure to submit the Phase I Survey for the proposed site shall preclude that site and proposal from being considered for this procurement. The DHS anticipates releasing a solicitation for this requirement late-November 2003. The distribution of this solicitation will be accomplished solely through the General Services Administration (GSA) Federal Business Opportunity (FedBizOpps) website http://www.fedbizopps.gov. Hard copies of the solicitation document will not be available, therefore, no written, telephone, or facsimile requests for the solicitation will be accepted. All future information about this acquisition, including solicitation amendments, will also be distributed solely through the GSA site.
