Description
GSA/FTS, Greater Southwest Region intends to issue a solicitation o/b December 8, 2003, for local dial tone services and related features on a month-to-month basis. The providers (local exchange carriers) shall provide the following minimum capabilities: Analog Business Lines with minimum standard features, Analog Centrex Lines or Centrex type service with the minimum features, and must have the ability to interface to the Federal Technology Service FTS2001 and/or subsequent contract(s) awarded as a replacement. Additional services will include those the local exchange carrier normally provides to commercial customers. The government intends to secure multiple awards in the New Mexico. The contract name for the award(s) will be “Local Services Acquisition(s) (LSA).” The state name, New Mexico, will precede Local Services Acquisition to give identity to the contract. Statewide services sought under this solicitation will be similar to services currently being provided by Qwest and other carriers within the state. Services are required at locations throughout the state that are not currently satisfied by formal contracts with the exception of the Aggregated System Procurements (ASPs). The ASP will expire next year. This service is NAICS CODE: 517110. The Government intends to award two Indefinite Delivery, Indefinite Quantity (IDIQ) contracts in New Mexico. This acquisition is unrestricted and open to both small and large business concerns. This Request for Proposals (RFQ) will be issued in the Electronic Posting System (www.eps.gov) and paper copies will not be available. To be considered for evaluation the offeror must be certified by the state to provide local exchange services, be capable of providing an acceptable centralized electronic media invoice for each city served to GSA and receive payment, be capable of providing an acceptable centralized invoice to direct order/direct bill customers and receive payment from these customers, and offer services statewide. The contracting officer anticipates posting the RFP on or about December 7, 2003 on the Federal Business Opportunities page under solicitation number 7TF-04-0002. Offerors are encouraged to start monitoring this web page on or about this date for the actual release date. Offerors must be registered in the Central Contractor Registration (CCR) (www.ccr.gov) to be eligible for this award.
