Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulations (FAR), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes being requested. A copy of this solicitation can be downloaded from our web page at http://www.unicor.gov/procurement/provehic.htm or from http://www.fedbizopps.gov directly. Solicitation Number for this quote is DOJVC0070-04; this solicitation is issued as a Quotation (Quote). This quote document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 01-17. The North American Industry Classification System (NAICS) is 333994. This requirement is 100% set-aside for small businesses. UNICOR, Federal Prison Industries, Inc., intends to enter into a firm-fixed price type contract for a batch over, spray booth and spray gun system. Complete vendor installation of units must include: complete unit assembly, gas and electrical connections. After units are installed, vendor must provide on-site training for minimum of eight (8) hours. Door openings dimensions for the building this unit will reside is: 10? 6? HX12?W. Roof in this building is 14? high, flat weather weld. Building floor is concrete. FPI will clear all space constraint areas of equipment and move any items necessary for installation of the purchased items. All disposals of trash and refuse generated by the installation of items will be the contractor responsibility. The contractor will maintain the cleanliness of the installation site. The contractor on-site personnel will be subject to an NCIC background investigation prior to entry into the institution. FPI contracting officer will be the contact for obtaining the correct forms. No contractor will be allowed access without this investigation being completed. The contractor should allow ten (10) business days for completion of this investigation. At a minimum a eighteen (18) month warranty will be provided by the contractor on all items. The contractor will provide personnel and equipment to off load all items at the site. This may be negotiated with site personnel with regards to the use of existing equipment. The contractor shall provide all lubricants, oils, and necessary start up items. Batch oven will be used to cure ?mild steel? parts. These parts are approximately 6 feet Wide X 6 inches High X 8 inches Length and smaller parts measuring 18 inches Wide X 18 inches High X 30 inches Length. 1. Batch Oven Requirements: Inside dimensions must be 10 feet Wide X 12 feet D, Double doors on one end only. Fuel type must be Natural Gas @ 1,000 DTU/FT 3. Supply voltage must be 208 volt, 3-phase, 12,000 CFM recirculation fan. No conveyor slots, 12-gauge plate floor. Unit must be built to N.F.P.A., FM, & C.G.A. standards. All control panels are U.L. listed. Designed for 450 degrees F operating temperature Preheat. Dry-off and Cure Applications 18 inches diameter exhaust standard, 4 inches thick heavy-duty panels constructed of 18 gauge galvanized steel and 4 pound density mineral wool insulation, 12-gauge doorframe. Flame safety control. Powered exhaust and automatic purge timers. Burner and high-temp limit controls, ceiling-mounted burner box, complete duct/vent package for a 14-foot high flat, weather-weld roof, to meet all building and mechanical code requirements. To be installed by vendor. Shipping configuration: Burner box and manifold: completely assembled electrical control panel. Completely assembled powered exhaust fan, insulated 6 inch panels and trim package, palletized doors, fabricated to include all hardware to include all fasteners and mounting hardware. Complete installation of unit to include: unit assembly, gas and electrical connections. After unit is installed, vendor shall provide 0n-site training for a minimum of 8 hours. Booth will be used to powder coat ?mild steel? parts such as gun racks, vehicle partitions, brackets, etc. These parts measure approximately 6 feet Wide X 6 inches High X 8 inches Deep, and smaller parts measuring 18 inches Wide X 18 inches Height X 30 inches Deep. Non-Recovery Standard Pocket Filter Containment Booth requirement: Inside dimensions 10 feet Wide X 10 feet High X 12 Feet Deep; Booth will be used for parts or ?racked? items. Built to adhere to the Uniform Fire Code and National Electrical Code. All fluorescent light fixtures shall be installed in accordance with National Electric Code. Fixtures shall be 4 foot long, 4 tubes, adhering to Hazardous Area Class I, Division 2 from the National Electric Code. All light fixtures to be placed on the outside of ? inch. Clear tempered glass, gasket and locked in place in the working depth of the booth. Fan motors to be 3-phase, 208 volt, 60Hz light fixtures must be 120 volts. Pressure switches installed as per instructions. No conveyor openings. Explosion-proof motors. Unit must also include the following: Fan and motor, solenoid valve, manometer (2), pressure switch (2), light fixtures, nut and bolts, pre-filters, pocket filters, final filters (95% Ashrea test) (1) set of replacement filters. Complete duct/vent package for a 14-foot high flat weather-weld roof. Package must meet all building and mechanical code requirements. Motor starter, Electrical switches. All motors and lights shall comply with National Electrical Code. Construction features for this booth: 18-gauge galvanized steel panels. Booth construction. Inside booth is smooth, filter cells 20 inches X 20 Inches X 3 Inches light windows contain ? inch clear tempered glass fans to driven with enclosed belt guards. Blades to be rigid-type and spark-resistant and dielectric. Spray booth to rest on heavy duty 14 gauge galvanized floor angles. Vendor must provide complete assembly of unit, installation and testing. On-site required for a minimum of eight (8) hours. Manual Spray Gun System Model# C85H or equal: Pneumatic Data: Input air pressure / 7.0 bar Electrical Data: Single phase AC 120 volts, Max Oil Vapor required: 0.1 ppm, power consumption: 35 VA, Maximum air consumption: 9 c.f.m. This is an ?All or none? requirement. Vendor must install equipment and provide on-site training. Required delivery will be sixty (60) calendar days after award of contract. Delivery will be FOB destination to Federal Prison Industries, Federal Correctional Institution, ( Texas Highway 20, 2 miles South of Anthony), 8500 Doniphan Drive, Anthony, TX 79821. All shipments should be labeled as follows: vendor name, purchase order number and/or contract number, item description, item quantity with weight, and a certificate of conformance. The following are the special instructions for packaging. Equipment must be crated when shipped. Panels must be skidded and banded for forklift handling fans, motors, filters, etc. can be packaged, but loose. In accordance with FAR 52.211-16, Variation In Quantity, Variations per delivery order is plus/minus zero (0) percent. Delivery hours are 8:00 a.m. to 2:30 p.m., Monday through Friday, notwithstanding emergencies and Federal holidays. FAR provision 52.246-15 Certificate of Conformance is included. JAR 2852.270-70 Contracting Officer?s Technical Representative applies. The COTR for this contract will be Elke Mosholder. All invoices shall be forwarded to: ATTN: Business Manager, Federal Correctional Institution, Federal Prison Industries, P.O. Box 9000, Anthony, New Mexico, 88021, (915) 886-6600. The following are addenda to FAR Clause 52.212-1 Paragraph: C Period of acceptance of offers; the offeror agrees to hold their proposal prices firm for 60 days from date specified for receipt of offers. Provision 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition. FAR provision 52.212-3, Offeror Representations and Certifications-Commercial Items with their offer. Offerors that fail to furnish the required representations and certifications or reject the terms and conditions of the solicitation may be excluded from consideration. The following clauses also apply to this solicitation: FAR Clause 52.212-4 Contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. Any amendments hereby issued to this solicitation will be synopsized in the same manner as this solicitation and must be acknowledged by each offeror. FAR 52.212-2, Evaluation-Commercial. The following factors shall be used to evaluate offers: Past Performance, price and technical when combined are equal. The Government will award a contract resulting from this solicitation to a responsible offeror whose offer conforms to the solicitation and is considered most advantageous to the Government. Offerors will identify previous federal, state, local government and private contracts, which they are currently performing on or have performed on and that are similar in scope to the requirement being evaluated. (List at least three (3) and no more than five (5) contracts for evaluation. References provided shall be for contracts performed within the past three (3) to five (5) years. All references provided may or may not be used in the evaluation of the contractor?s performance. Each reference must contain the name, address and telephone number of the company or government agency for which the contract was performed as well as a contact person from that company or agency and the contract number if applicable. FAR 52.204-6 Data Universal Numbering System (DUNS) Number applies. FAR Clause 52.232-33, Payment By Electronic Funds Transfer-Central Contractor Registration. FAR Subpart 4.11 Central Contractor Registration applies. FAR 52.52.212-1 Instructions to Offerors-Commercial Items (3)(k) Central Contractor Registration. Unless exempted by an addendum to this solicitation, by submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance and through final payment of any contract resulting from this solicitation. If the Offeror does not become registered in the CCR database in the prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.
