- Description
- This is a Pre-Solicitation notice for a competitive 8A small business set-aside. The Defense Threat Reduction Agency (DTRA) has a requirement for the continued development and enhancement of a consolidated nuclear automated information system. DTRA currently manages three systems to track the nuclear stockpile, facilitate reporting, and provide other mission related functions. These are the Special Weapons Information Management (SWIM) system, the Nuclear Management Information System (NUMIS) and the Defense Integration and Management of Nuclear Data Service (DIAMONDS). SWIM and NUMIS will be subsumed into the DIAMONDS system, to which new features and upgrades will be added. The subject requirement will support the continuing development of DIAMONDS, the integration of NUMIS and SWIM into DIAMONDS, and the migration from multiple, stand-alone environments to a fully integrated network environment. It also provides for the continued support, development and modification of the legacy systems as required to meet current requirements and regulations. The Contractor shall furnish DTRA will the following support to the integrated DIAMONDS Architecture: architecture design; systems engineering; network and communications engineering, integration and support; software engineering, testing and integration; design implementation and support; worldwide operation user support; quality assurance; usability engineering; and security engineering, planning and support. The Government anticipates issuing solicitation number HDTRA1-04-R-0001 on or around 14 Nov 03 by posting it on the website www.fedbizopps.gov. Estimated proposal due date is on or about 30 days from release of the solicitation, with an estimated award date of 01 Mar 04. DTRA anticipates making one award as a result of this solicitation. DTRA anticipates that the resulting contract will be an cost-plus-award-fee (CPAF) contract with a six (6) year base period of performance. This solicitation will only be released and available electronically at http://www.fedbizopps.gov. Accordingly, no written, telephone, facsimile or e-mail requests for the solicitation package will be accepted. Since this solicitation will only be available electronically, it will be the responsibility of interested parties to monitor the FedBizOpps.gov website for any solicitation amendments.
