Description
The Department of Homeland Security (DHS) in an effort to meet its? mandated time schedules operates the Resource Management Transportation Office. This office is charged with the responsibility of merging 22 previously disparate domestic agencies into one Department. This transformation is time sensitive due to the security aspects of the mission of DHS. The GSA has identified a ready to occupy built out facility located at 1120 Vermont Avenue, NW, Washington D.C. The facility contains all of the necessary infrastructure components necessary to occupy the facility including modular office furniture which was configured into the space to meet the requirements of the previous tenant. This office furniture is available to the DHS for immediate use. Based on market research and an independent government estimate, to purchase the current ?as is? furniture from the lessor would result in a great savings to the Government. In addition, it would provide the Government with a ready to occupy facility saving up to a years time which would be needed to build out the space and configuring the furniture into the floor space. Based on this, the DHS has determined that the 1120 Vermont Avenue Associates is the only responsible source who can meet the time requirements of the DHS. Therefore, DHS intends to negotiate a noncompetitive contract for the purchase of the ?as is? furniture. This is not a request for quotations or an announcement of a forthcoming solicitation. All interested parties must respond by November 12, 2003. All parties who believe that they can provide modular furniture consisting of Ethospace and Resolve lines of furniture may submit a capability statement to the Contracting Officer. All responses shall be written. The responses must provide clear and concise documentation indicating your firm?s capability to provide the furniture described above. Verbal responses are not acceptable and will not be considered. When responding to this announcement, respondents should refer to HSSCHQ-04-Q-00061. If after November 12, 2003, no viable responses have been received in response to this announcement, DHS shall negotiate solely with the 1120 Vermont Avenue Associates. All responses will be evaluated to determine if they can meet the time and cost requirements.***** See note 22
