Description
DESCRIPTION: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.106, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation Number F6030831570100 is issued as a request for quote (RFQ) and is 100% set aside for Small Business. Award will be made on an all or none basis. The resulting contract will be Firm Fixed Price. Period of Performance will be 1 October 2003 through 30 September 2004. Award date is expected to be not later than 1 October 2003. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-12. The NAICS code assigned to this project is 323119 and the size standard is 500 employees. The requirement is for the 11th Wing/Mission Support Group/ Services Division, Washington, DC. The services called out are as follows: Statement of Work I. Services Today A. This contract provides the publishing of a monthly informational magazine to be known as ?Services Today.? ?Services Today? is published to inform Bolling AFB, 11th Wing Services organizations customers of upcoming events, operating hours, and phone numbers of 11th Services programs and events. B. The publisher agrees to use the name ?Services Today,? which is owned by the Government, unless a change is directed by contract modification. The publisher further agrees not to use a name similar to ?Services Today? on any other publication it may independently produce. C. The master head of each publication shall carry the following disclaimer in type no smaller than six point: 1. ?The publisher, a private firm in no way connected with the U. S. Air Force, is under exclusive written contract with the 11th Wing, Bolling AFB, D.C. Contents of ?Services Today? are not necessarily the official view of, or endorsed by, the U. S. Government, the Department of Defense, or the Department of the Air Force. The use of advertising in this publication, including inserts or supplements, does not constitute endorsement by the U. S. Government, the Department of Defense, or the Department of the Air Force of the products and services advertised. Everything advertised in these publications shall be made available for purchase, use, or patronage without regard to race, color, religion, sex, national origin, age, marital status, physical handicap, political affiliation, or any other non-merit factor of the purchaser, user, or patron.? II. Publisher Requirements. The Publisher shall provide all personnel, equipment, tools, materials, and transportation to: A. Produce ?Services Today? to the following specifications: 1. Publication shall have a minimum of 16 pages to include one glossy, full color cover page, inside pages white glossy paper and full color process throughout magazine. Size to be determined by price. 2. Print 20,000 copies of publication per month 3. Deliver appropriate number of copies of the publication to the publisher of ?The Beam,? Bolling?s base newspaper for insertion into the weekly newspaper of Bolling AFB, no later than 3:00 PM EST, on the 19th day of the month prior to publication?s date. The ?appropriate number of copies? is the exact number of copies printed of ?The Beam? (currently 12,000). This total varies occasionally and the publisher will be informed of changes from the publisher of ?The Beam? 30 days prior to deadline. The number of copies delivered to the publisher of ?The Beam? will not change the overall number of the copies of ?Services Today? that are printed. Only an amendment to the statement of work will be used to change the number of copies printed. Insertion into ?The Beam? must be accomplished on the fourth Friday of the month. If the fourth Friday of the month falls on a Federal holiday, the insertion must be accomplished prior to the established day. 4. Pages of the publication shall be sized 10 ? inches long by 8 inches wide. 5. Color graphics and color photographs shall be used throughout the publication. 6. The publisher shall provide the option of spot color, special effects color, color screens, and ?fifth? color inks, in combination with color paper as requested by the Services Division Marketing Director. 7. The publisher shall provide proof of publication to Services Marketing in digital format. Services will have 48 hours to submit corrections and/or an approval for printing of the publication. 8. Publisher shall be responsible for the labeling and mailing of approximately 7,000 copies of the publication to members the Bolling Air Force Base Clubs. First Class mail must to used to ensure Club members receive their magazines before the beginning of the month. Mail must be delivered to the homes of the members no later than the 1st day of the month of the publication. Publisher must furnish 11th Services Marketing with a separate invoice for the postage. This invoice, by regulation, must be paid with non-appropriated funds (NAF). Timely delivery is very important. Late deliveries to addressees are grounds for termination of contract. After the third occurrence of a late delivery, the contract may be terminated for default. The number of copies that are sent through the postal system varies month to month with the number of Club Members. 9. The remainder (23,000 minus copies inserted into ?The Beam?, minus copies mailed to Club Members) of the copies of the publication must be delivered on or before the fourth Friday of the month prior to the publications date to: 11th Services Division Marketing Department 12 Brookley Ave. Bolling Air Force Base, DC 20032 III. A. Services Division Requirements. The Services Division Shall: 1. Provide the publisher with digital information to be included in the publication at a date to be determined each month between publisher and Marketing Department. Publisher must be able to receive digital information from a PC platform. 2. Provide the publisher with logos that will be used on a permanent basis in the publication in digital format (Microsoft Word or PDF file). 3. Provide the publisher with mailing lists in Microsoft Excel format monthly. 4. The Government reserves the right to send a representative to the publisher?s plant to survey production. 5. The Government reserves the right to require changes to the publisher?s design and/or content. 6. The Government shall hold all rights of use to the printed and electronic version of ?Services Today.? Inspection and acceptance shall be made at destination ?Bolling AFB, DC. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government?s rights under the Inspection clause, nor does it limit the Government?s rights with regard to the other terms and conditions under this contract. In the event of a conflict the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverables listed in the schedule. FAR 52-212-1, Instructions to Offerors-Commercial is incorporated by reference and applies to this acquisition. Offerors shall provide back-up information supporting the price offered. This could take the form of the most recent catalog price, invoices from previous sales of same items, etc. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representation and Certifications ? Commercial Items, with its offer. The FAR Clause 52.212-4 Contract Terms and Conditions ? Commercial Items applies to this acquisition and will be incorporated into any resulting contract. The clauses at FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders ? Commercial Items apply to this acquisition, specifically the following cited clauses and provisions are applicable: 52.222-21, Prohibition of Segregated Facilities; 52.222-22 Previous Contracts and Compliance Reports; 52.222-25 Affirmative Action Compliance; 52.222-26, Equal Opportunity; 52.222-35, Equal Opportunity for Special Disabled Veterans, Veterans of the Vietnam Era, and Other Eligible Veterans; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Special Disabled Veterans, Veterans of the Vietnam era, and Other Eligible Veterans; 52.232-33, Payment by Electronic Funds Transfer-Central Contractor Registration; and 52.223-11, Ozone Depleting Substances. The following DFAR clauses and provisions apply to this solicitation and are incorporated by reference: 252.212-7001, Contract Terms and Conditions Required to Implement Statutes Applicable to Defense Acquisitions of Commercial Items; 252.225.7001 Buy American Act and Balance of Payments Program; 252.225.7002 Qualifying Country Sources as Subcontractors; and 252.204-7004, Required Central Contractor Registration. The contractor must be registered in the Central Contractor Registration (CCR) database to be eligible for award. Contractors can register at www.ccr.gov or contact the CCR at 1-888-227-2423. The Government reserves the right to award the contract without holding discussions.
