Description
The VA Illiana Health Care System, Danville, Illinois intends to negotiate on a sole source basis with Life Systems, Inc., 231 Millwell Dr., Maryland Heights, MO 63043 to furnish an Erbe brand VIO 300D electrosurgical unit, 120V/60hz with a APC2 Argon Plasma Coagulation Unit; 8 ft. 2in probe connector hose; 40 cu. ft. full argon gas cylinder (capacity 99.998% pure); VIO cart (including FS holder, cable wrap, one fixation bottle); VIO cart wire basket; fixation kit; universal adapter; adapter for BICAP and/or GOLDPROBE; fastening kit; pressure reduction valve; APC probes - (1.5mm diameter 4.5FR 4'9" length; 2.3mm diameter 7FR 7'2" lengh; 2.3mm diameter 7FR 9'10"; 3.2mm diameter 10FR 7'2" length); side fire probe (2.3mm diameter 7FR 7'2"); and filter membrane. Unit must have side fire probe and two pulsed waveforms for argon plasma. Argon modes to have ignition support and elastic waveforms. Complete programmability by physician, type of lesion and anatomical location. Unit must be capable of electronically sensing tissue impedence and resistance and controlling the flow and current of power based on tissue type. The unit must be mobile with total dimensions of the electrosurgical unit and argon coagulation unit cannot exceed 17 inches in width, 10 inches in height and 15 inches in depth. Weight of both units cannot exceed 32 pounds. The proposed action is for equipment and start up supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. The Government believes that only one responsible source can provide the equipment/supplies that will satisfy the agency requirements. This notice is not a request for competitive quotes but responses received on or before October 14, 2003 will be evaluated. A determination by the Contracting Officer not to compete this proposed action based on responses to this notice is solely with the discretion of the Contracting Officer. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
