Description
The U.S. Department of Labor, Employment and Training Administration (DOL/ETA), intends to award, on a sole-source basis, nine (9) Job Corps National Training contracts. The incumbent contractors are: International Masonry Institute; International Union of Painters and Allied Trades; International Union of Operating Engineers; United Brotherhood of Carpenters ? Job Corps Training Fund, Inc.; National Plastering Industry?s Joint Apprenticeship Trust Fund; United Auto Workers/Labor, Employment and Training Corporation; Transportation-Communications International Union; Appalachian Council, AFL-CIO; and the Home Builders Institute. The period of performance shall be twelve (12) months from the date of execution, and four 1-year options at the government?s discretion. The contractors shall provide all necessary trained and qualified personnel, services, facilities, and materials (including travel and subsistence) to satisfy Job Corps requirements to meet student vocational training needs in various skill areas, as well as job placement and support services that will lead to long-term labor market attachment. Qualified sources that are interested are invited to submit a Statement of Capability (SOC), not to exceed ten (10) pages in length, within thirty (30) days of this publication. The SOC should demonstrate the interested source?s experience in coordinating, monitoring, managing, and providing the necessary administrative support services to accomplish performance of vocational training and placement activities for at-risk youth. This includes the selection, assignment, training and supervision of qualified instructors and field personnel on a nationwide basis. Further, interested sources must clearly demonstrate the existence of meaningful linkages with both labor and business/industry organizations throughout the nation that will promote and directly support the placement of Job Corps graduates in registered apprenticeship and other career opportunities. No solicitation document exists. Responses to this synopsis must be in writing. No telephone inquiries will be accepted. Responses must include the SOC and reference the synopsis number PAR 03-1216, and DOL contact, Ms. Chari A. Magruder, Contract Specialist, 200 Constitution Avenue, N.W., Room C-4310, Washington, D.C. 20210. No award will be based on any offer or proposal received in response to this notice. Job Corps is a federally-funded, educational and vocational training program for economically challenged young adults ages 16 through 24. The program annually serves approximately 70,000 young men and women, at 118 Job Corps centers nationwide. Established in 1964, Job Corps is currently authorized under Title I-C of the Workforce Investment Act of 1998, and is administered by the Office of Job Corps, Employment and Training Administration, U.S. Department of Labor. Job Corps? mission is to provide young adults with the tools necessary to attain meaningful jobs that lead to promising careers. Vocational training is a primary component of the Job Corps program. The Office of Job Corps is seeking national training contractors to provide students with vocational training services as well as placement in jobs related to training, and transitional support services. National training contractors (NTCs) must have meaningful and productive relationships with employer organizations and/or national unions that result in opportunities for Job Corps graduates to secure meaningful employment and/or acceptance into a registered apprenticeship program. Currently, vocational training programs are being provided by the following national training contractors: Appalachian Council, AFL/CIO; Home Builders Institute (HBI); International Masonry Institute (IMI; International Union of Operating Engineers (IUOE); International Union of Painters and Allied Trades (IUPAT); National Plastering Industry?s Joint Apprenticeship Trust Fund; Transportation-Communications International Union (TCU); United Auto Workers/Labor, Employment and Training Corporation (UAW/LETC); United Brotherhood of Carpenters (UBC), National Job Corps Training Fund, Inc. (a) Appalachian Council: The current contract with the Appalachian Council provides for 17 vocational training programs (428 training slots) at 3 Job Corps centers, at an annual cost of $1.9 million. The following is a list of specific vocational training courses in the 3 states where training is offered: Mississippi: Auto Repair; Brick Masonry; Business Office Technologies; Carpentry; Retail Sales; Painting; Welding; Pennsylvania: Construction Technologies; Culinary Arts; Health Occupations; Business Office Technologies; West Virginia: Auto Repair. The Appalachian Council also operates a national, transition services support program for Job Corps graduates and former enrollees, at an annual cost of $2.0 million. A total of 23 field specialists in the Boston/ New York, Philadelphia, Atlanta, Chicago/Kansas City, and Dallas/Denver Regions support Job Corps centers by performing a variety of transition activities including job development, job placement and referrals to other workforce development and social service providers. (b) Home Builders Institute: The current contract with the Home Builders Institute provides for 145 vocational training programs (3,480 training slots) at 66 Job Corps centers, at an annual cost of $14.8 million. (h) United Brotherhood of Carpenters (UBC), National Job Corps Training Fund, Inc.: The current contract with the UBC provides for 106 vocational training programs (2,120 training slots) at 62 Job Corps centers, at an annual cost of $10.2 million.
