Description
Steps to a Healthier U.S. is a program in response to the President's Healthier U.S. Initiative that focuses attention on the importance of prevention and promising approaches for promoting healthy environments. STEPS will focus on reducing the major health burden created by obesity, asthma and diabetes. Heart disease, stroke, and cancer may also be added. Communities will be charged with implementing programs that will improve the health of their citizens. These new programs will be directed to populations with the greatest needs, including racial and ethnic minorities, the elderly, youth, and people with disabilities. Specifically, the purpose of STEPS is to: prevent diabetes among population with prediabetes; decrease undiagnosed diabetes; decrease complications of diabetes; prevent and decrease obesity; and decrease complications of asthma. This acquisition is required to provide the designated agencies of the Department of Health and Human Services (DHHS) a mechanism to obtain required services in the areas of diabetes, obesity, and asthma through assessments, strategic planning, coordination, communications, training and education, data, writing, and editorial support, consultation and technical assistance, and related support activities. Services in the areas of heart disease, stroke and cancer may also be included. Multiple awards (3 or more) are contemplated for cost-type, indefinite delivery, indefinite quantity contracts. Individual task orders for specific services will be competed among the multiple award contractors. The anticipated period of performance is a 9 month base year, with four 12-month option periods. Upon issuance, the solicitation will be available on the Internet at www.fedbizopps.gov. The date specified for receipt of offers will be approximately 30 days after the solicitation issue date. The solicitation issue date will be on or about 14 October 2003. Paper copies of the solicitation will not be available. Telephone requests for the solicitation will NOT be accepted. The NAICS Code is 54190. All responsible sources may submit a proposal which will be considered by the agency. It is each offeror's responsibility to keep up with additional postings regarding this solicitation on the above referenced FedBizOpps website. See Numbered Notes 25 and 26.
