Description
The qualifications and selection criteria are hereby amended as follows: QUALIFICATIONS/ SELECTION CRITERIA: Applicants are encouraged to provide a cover letter addressing how they meet the requirements of each of the criteria below. Applicants should provide this information in the same sequence as indicated below. Candidates will be evaluated and ranked based on the following selection criteria: EDUCATION (25 points): -Mandatory: Bachelors degree in Business, Political Science, International Relations or related field. A candidate with 15 (fifteen) years of actual work experience may be substituted in work related fields (15pts); -Desired: J.D., MBA, MPA, or MA in related field (9pts); Bonus: Advanced degree (1pt). EXPERIENCE (45 pts) -Mandatory - At least seven (7) years of hands-on experience in Acquisition and Assistance demonstrating sound and independent judgement, with the skills to strategize, develop and effectively implement activities. (20 pts). -Desired - Three or more years of overseas experience working on acquisition and assistance actions within an international organization. (15 pts) - Demonstrated experience incorporating performance-based principles in acquisition and assistance instruments. (5 pts) - Demonstrated ability to work in teams (i.e., team player skills) and commitment to the team mode of operation, with proven organizational and administrative skills. (5 pts); SKILLS, KNOWLEDGE AND ABILITIES (80 pts) Mandatory - Knowledge of contracting (Acquisition and Assistance) procedures; effective negotiating skills. (25 pts), Demonstrated knowledge of USAID automated Directives System (ADS), FAR, AIDAR, 22 CFR 226, 22 CFR 228, OMB Circular A-122 and other USAID policy directives. (25 pts) ?Language: French at the FSI 2S/2R level. Preference for a FSI 3S/3R. (5 points) ? English: R3/S3 and strong writing skills (15 points), Computer skills in both word-processing (e.g WORD) and spreadsheet software (i.e., Access and/or EXCEL). (10 points) Maximum Points 150.
