- The US Army Tank-Automotive and Armaments command, Armament Research, Development and Engineering Center (TACOM-ARDEC), Picatinny Arsenal, New Jersey is conducting a market survey to identify sources that are capable of supplying 60mm and 81mm Caliber Propelling Charges or a variant thereof for Mortar Ammunition. Essentially, the Load, Assemble, and Pack (LAP) of the propellant charge increments operations involve the handling of energetic materials. The main components, which comprise each propellant charge increment, include the following: 1) Combustible Case consisting of two halves. 2) Ball Powder. 3) Closure Tab. The main operations for the each propellant charge is: 1) Bonding of the two halves of combustible casing. 2) Marking of each propellant charge increment. 3) Weighing and loading the correct amount of ball powder into each container. 4) Bonding the closure tab on the combustible case. 5) Packing propellant charges into boxes, barrier bagging boxes, palletizing boxes and shipping of pallets. 6) The contractor shall be responsible for purchasing and testing (boxes) all the packing material. The requirements will support FY03/FY04 production quantities of Mortar rounds. 60mm and 81mm propelling charges will be procured under the same contract; each caliber of propelling charge will have a base year quantity (FY03-FY04) and 4 priced option ranged quantities (FY05-FY08). The anticipated quantity for the base year is 824,000 of 60mm M235 Propelling Charges and 278,000 of 81mm Propelling Charges. The maximum quantity for each option range is 688,000 for 60mm M235, and 1,284,000 for the 81mm M218/M219/M220 Propelling Charges. The contractor should have the following: a) Experience in efforts of similar complexity, such as the LAP of other munitions for applications of mortar systems 60MM, 81MM, 120MM and larger, which incorporate rigid combustible cases, propellants and igniters. b) Experience with respect to propellant handling/storage and other hazardous handling/storage. c) Available on-site or near-site storage capacity to handle/store at least 150,000 lbs of energetic materials at one time. Firms with experience in the areas cited above should provide a summary of their company?s capabilities including a description of facilities, personnel and past experience to meet this requirement. The market survey is for planning purposes only and shall not be construed as a request for proposal or as an obligation on the part of the Government. Companies contemplating competing for solicitation DAAE30-03-R-0333 and DAAE30-03-R-0344 shall be capable of producing and delivering 60mm, 81mm and 120mm Propellant Charges simultaneously each month and be able to handle and store different types and quantities of energetic material at one time; approximately total weight of energetic material at one time is 200,000 lbs. The Government will utilize the information provided for planning purposes only. All information submitted will be held in a confidential status. Interested firms with capability in providing 60mm and 81mm Propelling Charges or a variant thereof should provide, at no cost to the government, a summary of their firm?s capabilities and storage facilities within fifteen days of this publication by electronic mail to jpatino@pica.army.mil and/or caravaca@pica.army.mil.
