Description
The Department of Interior, Bureau of Reclamation, Lower Colorado Region has a requirement for Quality Assurance Monitoring Service (QAMS) for its Yuma Area Office (YAO) Desalting Plant (YDP) and associated facilities operation and maintenance (O&M) contract. The contract to be monitored, consist of operation and maintenance of the Yuma Desalting Plant, Water Quality Improve Center (QIC) an advance treatment research facility, YAO Area Office administrative buildings and associated facilities. All facilities are located at or near 7301 Calle Agua Salada, Yuma, AZ. The YDP is one of the world?s largest reverse osmosis desalting plants and has a maximum capacity of processing 72 million gallon a day. The main plant is not currently operating, but is maintained in a state of readiness. The process areas, such as potable water production and waste disposal and the WQIC are currently operating. The WQIC advance water treatment research facility includes: the Yuma Area Office (YAO) Analytical Laboratory; Reclamation?s only research and demonstration pilot-scale facility specializing in the advancement of water treatment and desalination technology; and other related WQIC and YDP requirements. The resulting contract will be a performance base firm-fixed price contract with one base period and four optional one year periods. The government anticipates awarding only one contract. The successful offeror must demonstrate extensive quality assurance experience as specified in the statement of work in the following areas; (1) industrial water treatment processes; (2) administrative, maintenance, operations and engineering plant functions; (3) understanding electrical, instrumentation, mechanical, civil and process labor skill components; (4) inspection, analysis, and reporting standards; (5) communication, contract compliance, and serving as a technical advisor; (6) safety, security and environmental compliance; (7) in-depth knowledge in work flow managements systems, and computerized maintenance management systems; and (8) the QA?s role under government contracts. Effective October 1, 2003, contractors are required to register their firms in the Central Contractor Registration (CCR) database prior to receiving a government contract award. This database provides basic business information, capabilities, and financial information to the Government and complies with the Debt Collection Improvement Act of 1996, which requires federal agencies to have the Taxpayer Identification Number (TIN) of every contractor and to pay every contractor through electronic funds transfer. The Central Contract Registration Handbook and information on the registration process can be obtained via the CCR web site, http://www.ccr.gov or by calling 1-888-227-2423. Contractors are also required to register at the Department of Interior website, National Business Center, http://ideasec.nbc.gov in order to be placed on the bidders mailing list and to download the solicitation and associated attachments when the become available. This is an unrestricted solicitation. Proposals will be considered from all responsible concerns. The NACS code is 541990 ?All other professional scientific and technical services?. FAR clause 52-219-4 ?Notice of price evaluation preference for HUBZone small business concerns? applies. Request for proposal (RFP) 04SP308016 will be posted the FEDBIZ OPS web site at http://www.fedbizopps.gov on or about Oct 7, 2003 and proposals are due on or about Nov 6, 2003. Offerors will be required to submit a technical and price proposal, which will be evaluated utilizing FAR Part 15 negotiation procedures in conjunction with the Best Value Trade-off process. The pre-proposal site tour for all interested parties will be scheduled in the solicitation.
