- NA Solicitation DACA27-03-R-0025 for the Modified Record Fire Range located at Fort Knox, Kentucky is to construct and upgrade two existing rifle field fire ranges (George & Blair Ranges) to one standard-design Modified Record Fire (MRF) rifle range with nigh t fire capability, consisting of 32 firing lanes. Each lane is 20 meters wide and displays 9 stationary targets per lane from 50 to 300 meters downrange. Primary facilities include all construction within the perimeter of the range complex and consist of a control tower, general instruction building, renovation of existing storage building, range support building, ammunition breakdown building, latrine, bleacher enclosure, covered mess, stationary target emplacements, secondary power and data distribution system, staging area, maintenance trails, storm drainage, earthwork, range flagpole, foxholes, land and limit markers, signage, night firing lighting, night firing line, and information systems. Install intrustion detection system (IDS). Supporting facilities include all construction outside the perimeter of the range complex, which consists of upgrading the secondary electrical distribution service, installing fiber optics communications line, installing sewer line, installing water service line, security lighting, site improvements, and information systems. Heating will be provided by self-contained units. Air conditioning will be provided in the control tower and one office area of the existing storage building. Demolish six buildings (1,505 SF). Targetry will be funded by other procurement, Army (OPA). A 100 millimeter water main will be extended from the existing water system to the project site for maintenance support and troop support. The connection will be made in the area of Bldgs. 6121 and 6123 in the Richardson Tank Motor Park. This will be a Low Price Technically Acceptable source selection process. The evaluation factors and significant subfactors on this solicitation will be Experience and Past Performance. The award will be made on the basis of t he lowest evaluated price meeting or exceeding the acceptability standards for non-cost factors. This project is available on compact disk or can be downloaded from the web. The drawing files are in CAL format and can be viewed, navigated, or printed using Source View Reader. Both readers are contained in the solicitation package. Minimum system requirements are 486 based p ersonal computer, Microsoft Windows 3.1 or greater, 8 MB application RAM, 4 MB hard disk space, and compact disk drive.
