Description
Number: CCC-SS-DDOD-2 The Commodity Credit Corporation (CCC), Dairy & Domestic Operations Division, 6501 Beacon Drive, Stop 8718, Kansas City, MO 64133, is seeking comments from qualified companies, see below. The initial exchanges are planned for ready-to-eat pudding for nonfat dry milk. The Nonfat Dry Milk (NDM) is owned and warehoused by CCC. This notice will serve as the market research to obtain information for this commercial item exchange program. All information gathered in response to this Sources Sought Announcement will be used solely for planning purposes. This is not a formal solicitation but a request for interested parties to provide information. No current solicitation exists and requests for a solicitation will be ignored. The pudding must be shelf stable, ready-to-eat, Type I - Regular and comply with the requirements of Commercial Item Description (CID) A-A-20051D, or as superceded. Puddings shall have a milk-solids-not-fat content of at least 3 percent on a dry basis. Puddings shall have a shelf life of at least 6 months from date of delivery to purchaser/user. The manufacturer/distributor shall certify that the finished puddings distributed meets or exceeds the requirements of the CID, conforms to their own specifications, standards, and quality assurance practices, and be the same shelf stable, ready-to-eat pudding offered for sale and sold in the commercial market. The CID can be obtained at http://www.ams.usda.gov/fqa/cids.htm. Pudding is under the category, Dietary Foods and Food Specialty Preparations. CCC is seeking additional sources to supply ready-to-eat pudding in single serve packages with a pack size range of 3.25 oz. up to and including 5 oz serving size under an exchange contract for NDM (U.S. Extra Grade) in 25-Kg bags. The age of the NDM will be between six (6) months and twenty-four (24) months. The exchange rate is the pounds of NDM per one pound of process commodity (i.e. pudding). The Government intends to make quarterly invitations for Bids for multiple awards with option to renew for up to one year. The applicable NAICS code for this future exchange is 311919 with a small business standard of 500 employees. The contracting for this exchange program will be in accordance with CCC and applicable FAR Part 12 Commercial Item requirements. Future invitations will specify the various types of commodities to be exchanged, the specifications, the office to which offers are to be submitted, the closing date and time for receipt of offers, and all other applicable provisions. For the period April 2003 through June 2004, the exchange rates/lb. range is $1.60-$1.75. CCC anticipates the exchange rates to trend lower as contractors learn to efficiently utilize the NDM. Specific information from interested parties is required for planning purposes. In particular, please comment on the following: 1) Projected quantity of pudding (in lbs.) to be offered for each month for the period November 2003 through June 2004. 2) Provide evidence the ready-to-eat pudding is offered for sale and sold in the commercial market. 3) Provide evidence of successful use in commercial channels for the serving pack size to be offered. 4) Provide evidence the ready-to-eat pudding ingredient/formulation has been successful in commercial channels in the serving size to be offered. 5) How many years has the ready-to-eat shelf stable pudding pack size been successfully sold in commercial channels? 6) Any other issues or concerns.
