Description

The Coast Guard intends to procure, on a sole-source basis, shipping information distributed monthly on file transfer protocol. The data includes, but is not limited to, such information as ship's country of register, size, Lloyd's Registry Number, physical description, date of build, gross tonnage, callsign, design speed, owner/manager, registry number, flag, and radar/radio capability. Lloyd's Registry of shipping is the only known source for accurate shipping information that can be provided in a timely and consolidated manner. The file transfer protocol will permit access to current information that will be made available on-line to Automated Mutual Assistance Vessel Rescue (AMVER) and the Operations Systems Center and NOAA users. There is no other known alternative since Lloyd's is the sole source for the Registry Number and has supplied this information for over one hundred years. The proposed contract period would be 12 months for the following: (1) Annual fee for Lloyd's Monthly Extract; (2) Annual fee for Lloyd's quarterly NOAA data extract; and (3) Annual subscription renewal for access to the enhanced version of Seaweb. Other firms who can furnish the items above are invited to submit clear and convincing data substantiating their capability to furnsih the entire requirement. Vendors failing to provide complete information for an accurate comparison will not be considered.
