- NAICS Code: 541710 The U.S. EPA, National Risk Management Research Laboratory (NRMRL) intends to negotiate on a sole source basis with the Pennsylvania State University Microwave Processing and Engineering Center under the authority of FAR Part 6.302-1 to conduct a study on the underlying principles behind MW assisted chemical synthesis with a view towards developing a larger system that can impact in preventing pollution and waste generation. The technical feasibility of conducting continuous-flow reactors will be determined to better understand scale-up ratios. Energy consumption and process economics will also be evaluated. This notice is not a request for quotations. EPA source research indicates Penn State's Microwave Processing and Engineering Center is the only known contractor with the appropriate level of technical knowledge necessary to complete this project. Penn State has the unique capabilities of combining the expertise and the facilities to do large-scale microwave assisted chemical processing. No other known source has the combined advantage of the expertise, the access to the process and the capability for such sophisticated characterization However, any firm believing itself capable of meeting EPA requirements may submit technical documentation to establish the potential of completing such a study. Such documentation must be submitted by 10:00 AM EST Monday October 6, 2003. A determination not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13, Simplified Acquisition Procedures. The applicable NAICS code is 541710.
