- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. The government intends to award a sole source requirement to The Missoula Children?s Theater. Purchase Request Number F7SVP231810100 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-15. The NAICS Code is 611610; size standard $6M. Commerce Business Daily Note 1 applies to this requirement. STATEMENT OF WORK: The Family Member Programs Branch has a need to provide community/youth center staff with training in the development and continuation of theater, talent, and other community participation events and provide a performing arts specialty camp for youth for each workshop. 1.SPECIFICS OF SERVICE: Contractor will provide two 40-hour theatre production workshops (5 days x 8 hours. per day) for a minimum of 25 US Air Force community/youth center adult staff. Contractor will provide hands-on technical training as well as lectures designed to prepare participants to implement theater programs, talent shows, and other community participation events. Contractor will provide hands-on training in the development of a full-scale theatre production to include training on how to conduct auditions and rehearsals, as well as actual experience in auditions and rehearsals, which culminate in a finished theatre production ready for a public performance. Contractor will provide theatre workshops and hands-on training to include professionally designed scenery, costumes, props, make up, and the use of sound, and lighting equipment. Contractor will provide participants with all workshop materials, resources, and workshop materials to take back to their facilities at no cost to the participant. Contractor will provide billeting for 25 adults (one person per room) with breakfast provided in the billeting location for each workshop. Billeting must be within 5-10 minutes walk of the workshop location. Contractor must have a facility in which the workshop is conducted that houses a fully equipped sound and production stage and has a yearly scheduled calendar of professional productions for youth. Contractor will provide transportation for each participant from the airport to billeting location and provide transportation from billeting location to the airport at the conclusion of the training. Contractor will provide two twelve-passenger vans for each workshop for participants to use for the duration of the workshop. Performing Arts Specialty Camp: Contractor will provide a performing arts specialty camp for 30 youth between the ages of 13 and 18. Family member programs will provide six adult counselors. Camp must include professional development in music, dance, drama and other related skills. Contractor will ensure each participant is able to participate in at least one production. Contractor will provide air transportation for each participant from the airport closest to their residence to the camp location and return to the same airport. Contractor will provide transportation for each participant from the airport to camp location and return to the airport at the conclusion of the camp. Contractor will provide participants with all materials, resources, and materials to take back to their facilities at no cost to the participant. Contractor will provide lodging and meals for 30 youth and 6 adults. Meals and lodging must be provided at the camp location. Contractor will provide on site medical attendant with a minimum of current Red Cross certification in first aid and CPR. Contractor will provide on site lifeguard, with current certification, at all times when swimming or other water activities are available. 2. PROFESSIONAL REQUIREMENTS OF CONTRACTOR: Contractor must have an ongoing and proven training and education program that prepares adults and youth with no previous theater arts or performing arts training to develop and carry out a basic youth/adult theater program, stage youth/adult talent shows, and other community participation events. Contractor must have staff with at least 3 years experience working with Air Force community /youth center programs that includes experience implementing and providing children?s theater on a military installation and at least 10 years experience developing and implementing children?s theater in the civilian community. Contractor must show recognition from at least one national organization such as the Boys and Girls Clubs of America, 4-H, Boy Scouts, or Girl Scouts. Personnel must be able to speak, read, write and understand English. The training provided must be sanctioned by an accredited university, and provide graduate credit if requested by the participants. PERIOD OF PERFORMANCE: Sep 03 through Sep 04. Award will be made using Simplified Acquisition Procedures, therefore the evaluation procedures at FAR 13.106-2 will be used. A firm-fixed price award will be made to the responsible offeror submitting the quote that provides the best value to the Government. Interested parties capable of providing the above, must submit written price quote to include discount terms, cage code, and firm?s evidence of their ability to perform. All responses will be considered, but must be submitted on the requirement included in this synopsis. To be eligible to receive an award resulting from this solicitation, contractor must be registered in the DoD Central Contractor Registration (CCR) database, NO EXCEPTIONS.
