- Description
- NASA/LaRC plans to issue a Invitation for Bids (IFB) for Services and Materials to Replace Electrical Equipment at Facilities 642 and 1233, Langley Research Center, Hampton, VA. The work performed includes, but is not limited to, the following: The work performed under these specifications consists of four parts. Part 1, replace 63 insulator stacks on the 115kV, line 2, bus structure at the Stratton Road Substation, Building 1233. Parts 2, 3, and 4, remove and replace 10 switches on the 22kV bus, replace"1D" transformer and replace "2D" potential transformer, including the removal of the "2D"-"2G" tie feeder cable at Backriver Substation, Building 642. The order of magnitude for the procurement is $500,000 to $1,000,000 and the effort shall be completed within 360 calendar days after notice to proceed. This procurement is a full and open competition and part of the Small Business Competitiveness Demonstration Program. The NAICS Code and small business size standard for this procurement are 238210 and $12M, respectively. The anticipated release date of the IFB is ON or ABOUT October 1, 2003 with an anticipated offer closing date of on or about October 31, 2003. The firm date for receipt of bids will be stated in the IFB. Drawings will be available from the Bid Distribution Office 757-864-2547. All QUALIFIED responsible sources may submit a bid which shall be considered by the agency. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement [with the exception of the drawings] will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application. FAR 52.236-27 Site Visit (Construction) (Feb 1995) Alternate I (Feb 1995) (a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.
