- Description
- NASA/JSC plans to issue a Request for Proposal (RFP) for PRINTING AND MAIL SUPPORT SERVICES (PAMSS). Contemplated requirements for this contract include: Duplicating and printing program, production of paper and electronic copies from paper and electronic printmaster originals; one/two-sided copying and duplication, online electronic publishing, high-speed reprographic production, color reproduction and limited bindery operations, production of printed copies from electronic media including files from remote sources, CD?s, and floppy disks. Support to be provided to the GPO (Government Printing Office) for different functions and maintaining a database that contains all print requests and provide various types of reports. Providing Center-wide mail pickup, processing and delivery of official mail from the local post office all official in-coming and out-going Registered, Certified, Insured, Express and Priority mail along with applicable postal forms required for each specific type of mailing; advise and assist customers, sorting of incoming mail; serving as the central point for in-coming and out-going classified mail and protection of classified documents at all times maintaining database for control of said documents preparing forms, producing reports, tracking the amount of mail coming in/out, preparing classified documents mailing or delivery and safeguarding and delivering same. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is a 100% HUBZONE business set-aside. See Note 27. All responsible sources may submit an offer which shall be considered by the agency. The NAICS Code and Size Standard are 323115 and 500 employes, respectively. The current requirements for the PAMSS are identified in the IMPASS (Information, Imagery, Meda, and Public Support Services, NAS 9-97001 contract. A copy of which can be found at the URL below. The IRD/PAO Procurement Strategy Internet Site, or URL, is as follows: http://jsc-web-pub.jsc.nasa.gov/bd01/IRD-PAO_Procurement/ This site is shared between the JETS procurement, JIMMS procurement, and PAMSS procurement. This site will contain information and links associated with these three /IRD/PAO procurements. Construction of the site is in-process and elements will be added to the site as they become available for public access. A pre-proposal conference and industrial tour will be held on October 15, 2003 at the Johnson Space Center, in Houston, Texas. Interested bidders planning to attend the pre-proposal conference and industrial tour need to respond via e-mail to the primary point of contact Gail Rollins, or secondary point of contact Richard Bennett with the following information: your company name, your company representative and phone number, and the number of attendees you plan to send. All companies responding to attend this pre-proposal conference are due no later than October 10, 2003. Please note that space will be limited so plan accordingly. A draft Statement Of Work (SOW) will be posted on or about September 19, 2003. The anticipated release date of the RFP is on or about October 15, 2003 with an anticipated offer due date of on or about November 15, 2003. An ombudsman has been appointed -- See NASA Specific Note "B". The solicitation and any documents related to this procurement will be available over the Internet. These documents will be in Microsoft Office 97 format and will reside on a World Wide Web (WWW) server, which may be accessed using a WWW browser application.
