- The following requirement is subject to availability of funds. The United States Department of Education intends to award a purchase order for services to conduct case studies of institutions or States that use innovative approaches to address the issue of youth transition to and from juvenile justice institutions. Youth in transition to and from juvenile justice institutions are one of the most at-risk groups of students. Making this transition work depends on three factors: 1) effective, appropriate academic instruction based on curriculum, with standards aligned with the schools and delivered based on the timely assessments of students; 2) provision of additional support for students with co-existing issues (e.g., substance abuse or mental heath issues) that may inhibit their ability to focus on and perform well in school; and 3) coordination around the student's needs between sending/receiving institutions and amongst the multiple service entities involved with helping the student. Given these factors, the purpose of this contract is to find cases where institutions or States have used innovative approaches to address youth transition and produce a report that will discuss how this transition is addressed to support the academic achievement of institutionalized youth. Task: To develop summaries of states and sites focusing on and using innovative approaches to address the issues of youth transition to and from juvenile justice institutions. This purchase order requests case examples or studies of institutions or States known by field experts to be focusing on and using innovative approaches to address youth transition. The work to be performed under this procurement will include: 1) An identification of institutions or States focusing on and using innovative approaches to address transition including a review of very recent research on transition that may identify innovative approaches and sites (approximately 6 days); 2) Calls to identified sites for follow-up information (3 days); 3) One-page summaries of each written for institution directors (3 days); 4) The development of a 10-15 page MODULAR draft document synthesizing the findings for state directors but that can be easily divided into 3-5 issue briefs for practitioners (10 days); 5) Revisions based on ED comments (3 days); and, 6) Meetings (in person or over phone) with ED and others designated by ED (2 days). PROPOSALS: Offerors will propose between 25-30 days of work. Proposals must contain: 1) The number of days that they are available October 6, 2003 through December 12, 2003 to perform the work described in this requirement; 2) A statement reflecting their most recent hourly or daily rate of pay; 3) A resume showing relevant qualifications and previous experience including practical experience in institutions and leading research of the neglected/delinquent population; and, 4) A daily rate and total proposal price. The Department is not responsible for travel expenses incurred, including airfare and per diem. Timeline: Contractor will submit a list of institutions or States focusing on and using innovative approaches to address transition including a list of research references or contacts made by 5:00 pm EST September Oct 31, 2003. Contractor will submit one-page summaries of each site, written for an audience of institution directors, by 5:00 pm EST October 31, 2003. Contractor will submit a 10-15 page MODULAR draft document synthesizing the findings for State directors but that can be easily divided into 3-5 issue briefs for practitioners by 5:00 pm EST October 31, 2003. Contractor will submit a revised final document based on ED comments by 5:00 pm EST October 31, 2003. The Department contemplates one award resulting from this notice.
