The following requirement is subject to availability of funds. The United States Department of Education intends to award a purchase order for services to update information on agencies and organizations responsible for delivering educational programs for children and youth in detention settings. The No Child Left Behind Act of 2001 requires collaboration between partners receiving Federal funds. State agencies that receive funds to operate educational programs for neglected and delinquent children and youth under Title I, Part D Prevention and Intervention Programs for Children and Youth who Neglected, Delinquent or At-Risk [Subpart 1] are required to describe in their application for funding, how these programs will coordinate with other appropriate State and Federal programs. There is very limited past or current information on Subpart 1 State agencies delivering services to neglected children and youth. The Department will provide the contractor with existing survey findings. The most recent information are surveys, which date back to 1999, and do not include all State agencies receiving funds under Title I, Part D. TASK: To obtain up-to-date information to assist the Department and State educational agencies with current information on services to children and youth receiving correctional education. This purchase order requests updating information on agencies and organizations responsible for delivering educational programs for children and youth in detention settings. The work to be performed under this procurement will include: 1) Identifying the responsible agencies in each State that administer correctional education (approximately 4 days); 2) Identify the population served by each responsible State agency such as youth, youth and adult, adult, etc. including numbers served (2 days); 3) Identifying the types of educational programs offered including: whether the curriculum offered is mandatory/across-system or institution specific; whether curriculum is benchmarked to State public school standards; and the length of the school day. (2 days); 4) Identifying all the State and Federal funding streams for educating incarcerated youth. Include the average annual per pupil expenditure for youth in detention (3 days); 5) Developing summary pages in a monograph format that will be easy to reference for the SEA and State and local juvenile facilities (7 days); 6) Revisions based on ED comments (3 days); and, 7) Meetings (in person or over phone) with ED and others designated by ED (2 days). TIMELINE: Contractor will submit a summary that shall include a table format listing all States and requested information in the work to be performed, written for an audience of institution directors, by 5:00 pm EST October 31, 2003. Contractor will submit a 10-15 page draft document synthesizing the findings for State directors and for practitioners by 5:00 pm EST October 31, 2003. Contractor will submit a revised final document based on ED comments by 5:00 pm EST October 31, 2003. PROPOSALS: Offerors will propose between 20-25 days of work. Proposals must contain: 1) The number of days that they are available October 6, 2003 through December 12, 2003 to perform the work described in this requirement; 2) A statement reflecting their most recent hourly or daily rate of pay; 3) A resume showing relevant qualifications and previous experience including practical experience in institutions and leading research of the neglected/delinquent population; and, 4) A daily rate and total proposal price. The Department is not responsible for travel expenses incurred, including airfare and per diem. The Department contemplates one award resulting from this notice.
