Description
The U.S. Department of Commerce, NOAA, NWS has a requirement for architectural and engineering services related to the development of an effective Sheltering in Place (SIP) for the World Weather Building (WWB) in Camp Springs, MD. This will involve a study of the effects of possible chemical, biological, radiological, or nuclear incidents. The Contractor will be required to: 1. Meet with NOAA responsible parties to gain an understanding of SIP Technical support study compass, objectives and timetable, 2. Conduct a survey of WWB and review building drawings to gain an understanding of the existing mechanical and electrical infrastructure, 3. Develop four reasonable incident and response scenarios to serve as the basis for the technical analysis, 4. Evaluate the requirements for internal environmental conditions necessary to sustain a 24-hour sheltering scenario for anticipated occupancy population, 5. Review and evaluate the major thermal-dynamic processes of the building as they relate to the development of response measures and the major air movement or exchange processes between the external and internal environment as they relate to the development of response measures, 6. Develop a set of response measures related to configuration and operation of the mechanical and electrical systems to minimize the impact of the exterior events on the internal occupants and to achieve safety for WWB occupants, 7. Summarize the information and recommendations into a project plan document for integration into the SIP. All interested parties should submit a capabilities statement limited to no more than 10 pages, reflecting their qualifications to perform the above services.
