- AMENDMENT 002. QUESTION 1. What model or size of Pelican case do you desire for this system? ANSWER 1. See amendment 001 -- QUESTION 2. We will assume that the Sony Walkman GVD1000 or equivalent is to be installed in the aforementioned Pelican waterproof case; thus, not requiring a separate waterproof case. Would you please describe what you mean by "installed"? As an example, do you mean rigidly mounted with machined mounts that are riveted to the case or do you simply mean placed in a custom foam insert? Furthermore, do you desire the other items mentioned in this system to be placed in individual zippered weatherproof bags with a custom foam insert in the case or do you have another idea? ANSWER 2. A custom foam insert will meet the requirement. See also NOTE in amendment 001. -- QUESTION 3. What Sony model video digital camcorder do you wish to use as a baseline comparison? We understand your optical requirements; however, each of these camcorders have a variety of other characteristics that may be of interest. Furthermore, if you are mainly looking for all of the features of the camcorder camera portion, we currently offer that in a small 300x zoom model with 680,000 pixels that is approximately 2" x 2.25" x 3.6" (color to black and white with removable IR cut filter, auto focus and all of the other capabilities that you would find in a Sony video digital camcorder. This small module could then interface with any digital or analog recorder. This model could be remotely controlled by wired or wireless means. ANSWER 3. See amendment 001. -- QUESTION 4. Do you desire the 2.5" display to be attached or separate from the camcorder? ANSWER 4. Separate. -- QUESTION 5. Is the color pinhole 3.6mm camera a board camera configuration or do you wish to have a micro-camera with removable lenses? Regarding the same camera, you reference cables; please define your requirement of cables. ANSWER 5. The minimum requirement is for a board. Cables should be provided in different length for concealment purposes. See also NOTE in amendment 001. -- QUESTION 6. You reference a color bullet video camera with lens, what lens "mm" do you desire and also define your cable requirements? The next line in the solicitation references a 3.5mm lens. Perhaps we can assume that you want a 3.5mm lens for the color bullet video camera. ANSWER 6. A standard 35 mm lens is the minimum requirement. See also NOTE in amendment 001. -- QUESTION 7. You reference a Watec 902HS or equivalent with a quantity of seven (7) and immediately following you reference camera lenses of 100mm, 500mm with adapters for the Watec 902HS in quantity of four (4). Are you looking for a 100mm to 500mm manual zoom? Perhaps you are looking for a fixed 100mm and a separate fixed 500mm lens and if so, what "F" rating do you desire? ANSWER 7. The identified requirement is for a 100mm to 500mm manual zoom, however, see NOTE in amendment 001. -- QUESTION 8. Please define more clearly your requirement for a night lens with adapter for the Watec and Canon OE1 digital cameras in quantity of four (4). What "mm", "F" rating, coatings etc.? ANSWER 8. See amendment 001. -- QUESTION 9. Do you have a size requirement or "F" rating on the 2000mm fixed lens that you desire to attach to the Watec or equivalent camera? ANSWER 9. The stated requirement is for a Meade 8 inch LX10 or equal. See also NOTE in amendment 001. -- QUESTION 9. The 2.4 (2450-2483.5Ghz) microwave transmission system does not reference a power output, receiver design or receiver sensitivity. We currently provide an excellent micro dual powered 100mW and 250mW transmitter with a selection of six high and six low powered channels and a six channel diversity receiver that provides the option of using 1, 2 or 3 antennas for maximum reception capabilities. We have the capability to increase the output power of the transmitter by utilizing a 2W or 5W or 10W amplifier. Our microwave system is FCC approved. ANSWER 9. Please propose best compact solution. See also NOTE in amendment 001. -- QUESTION 10. Regarding the microwave antennas, you have not referenced the desired dB of gain, antenna orientation (vertical, horizontal or circular polarized.) ANSWER 10. See NOTE in amendment 001. -- QUESTION 11. Do you desire to have seven (7) complete microwave links along with seven (7) complete assortments of antennas? ANSWER 11. The requirement is for 7 complete sets. -- QUESTION 12. You have requested coax cables in 3', 5' and 7' lengths; however, you do not mention power cables that operate all of the aforementioned equipment. Normally, when we provide a system, we will provide all of the video and power cables necessary to accomplish the client's objectives. ANSWER 12. Please include available power cables. DUE DATE: The date for receipt of quotes IS NOT extended. ----- AMENDMENT 001. ANSWERS TO CONTRACTOR QUESTIONS. QUESTION 1. DO YOU HAVE A MODEL # FOR THE PELICAN CASE (DOES ALL THE EQUIPMENT FIT INSIDE)? ANSWER 1. The type and purpose is identified in the solicitation. It is the offeror?s responsibility to locate a kit that meets the watertight storage capabilities of the product being offered. ----- QUESTION 2. MODEL # FOR THE SONY DIGITAL CAMCORDER (IS THE 20X to 700X CORRECT)? ANSWER 2. Model DC TRV350 or equal. 20X Optical, 700X Digital is the stated requirement. ----- QUESTION 3. DO YOU HAVE A MODEL # FOR CAMERA LENS (NIGHT LENS) W/ADAPTERS FOR 902hs AND CANON OE1? ANSWER 3. A model number is not available, however, the lens should be capable of extended ranges from 500 to 1500 yards. The lens is a required capability that should be part of the surveillance kit that is assembled and offered. ----- QUESTION 4. MODEL # FOR CAMERA LENS 2000mm AND IS THE TRIPOD SEPARATE? ANSWER 4. A model number is not available, however, the lens should be capable of extended ranges from 1 to 5 miles. The lens is a required capability that should be part of the surveillance kit that is assembled and offered. See note on alternate quotes. ----- QUESTION 5. THE FREQUENCY FOR THE VIDEO TRANSMITTER 2.5ghz or 2.5Mhz (or will 2.4Mhz work)? ANSWER 5. The requirement states 2.5 Ghz. See note on alternate quotes. ----- QUESTION 6. WHAT IS IN AN ACCESSORY CASE? ANSWER 6. Accessory cases offered shall be able to house the accessories that are not stored in the Pelican cases. The type of accessory case would depend on the equipment the offeror is proposing. ----- QUESTION 7. IS THE TRAINING GOING TO BE AT FORT BRAGG. ANSWER 6. The training will be held at Fort Bragg or Camp Mackall North Carolina. ----- NOTE: The Government is requesting a capability and is asking for offeror?s with expertise in the field of electronic and counter surveillance to identify the equipment, assemble a portable kit with appropriate cameras, day and night lenses, tripods, AD/DC power adapters, cables, video equipment, carrying cases, etc. and to provide surveillance training using the equipment provided. Offeror?s are encouraged to provide alternate quotes on equipment and training. All offers will be considered as the Government makes it?s best value decision. TRAINING: Electronic Surveillance and Counter Surveillance Training on the supplied equipment for 15 personnel. Training shall be provided at on a one time basis. Upon completion of training, trainees shall be able to demonstrate an understanding of the principles of the electronic surveillance equipment and an understanding of the principles of electronic counter-surveillance techniques and devices which could be employed by or against the trainee. Trainees shall gain the ability to employ real world tactical employment of a wide range of surveillance devices. Training is expected to take place for three to five consecutive days and shall include hands-on practical exercises. Trainer shall be qualified to train in the use of the equipment as it pertains to Electronic Surveillance and Counter Surveillance. DELIVERY to Fort Bragg, NC.
