Description
The Navy requires husbanding services for the Eastern United States (Texas to Maine). The services required are for the following Regions: Southeast/South - all ports in the States of South Carolina, Georgia, Florida, Alabama, Mississippi, Louisiana, and Texas. Mid-Atlantic - all Ports in the States of Virginia, North Carolina, Maryland, Delaware, and Pennsylvania. Northeast - all Ports in the States of New York, Connecticut, Massachusetts, Rhode Island, New Hampshire, and Maine. Potential contractors may provide offer one or more, or all, of the above listed regions. Specific ports by state and region shall be provided at time of solicitation issuance. Services will consist of, but not limited to, trash removal, collection/holding/transfer (CHT) sewage removal, waste oil and aggregate water removal, fresh potable water, pilotage, tugboat services, linehandler services, crane services, brow (gangway) rental, cargo drayage/free time/demurrage/detention services, water taxi services, vehicle rental (sedans and buses), paint float rental, forklift services, telephone services (landline and cellular). The services are for various types and classes of U.S. Government vessels. The classes of ships to be supported are listed on the FISC Norfolk web page at http://www.nor.fisc.navy.mil/Contracts/husband/index.htm. Click on SHIP CLASS to access the classes of ships. For any U.S. vessel that is not listed, the applicable class will be the smallest class that includes a vessel with an equal or greater number of crew. A pre-proposal conference will be scheduled for the third week of October 2003. All prospective offerors are urged to attend this conference. Failure of a prospective offeror to submit any questions or to attend the conference will be construed to mean that the offeror fully understands all requirements of the solicitation. Prospective offerors are advised that the preproposal conference will be held solely for purpose of explaining the specifications and terms and conditions of this solicitation. All prospective offerors are advised that at the conclusion of the conference, unless this solicitation is amended in writing, it will remain unchanged and, that if an amendment is issued, normal procedures relating to the acknowledgement and receipt of any such amendment shall be applicable. Actual date and location will be provided in the solicitation at time of issuance. The solicitation will include provisions for a base year with the option to procure services for four additional one-year periods. The solicitation will contain clause 52.217-8, Option to Extend Services. Solicitation issuance is scheduled for the week of 29 September 2003 and is expected to close the week of 10 November 2003. Specific issue and close date will be provided in the solicitation at the time of issuance.
