Description
NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are b eing requested and a written solicitation will not be issued.=====Contractor will provide acquisition support services to the Department of Homeland Security (DHS), Science and Technology Directorate. Services will include, but are not limited to assistin g with the development of acquisition plans, development of statements of work/performance work statements, development of source selection plans, preparation and assembly of complete solicitation packages, pre-proposal conference preparation, development and management of source selection evaluation boards etc. for high dollar value and/or complex acquisitions. Contractor will be required to assist in the development, preparation and drafting of many key documents.=====The solicitation document and incorpo rated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15 (25 Aug 2003) and the Defense Federal Acquisition Regulation Supplement (DFARS), 1998 Edition, current to DCN 20030821 (21 Aug 2003).=====This requirement is bein g issued as a 100% small business set-aside. NAICS code 541618 applies, and the small business size standard of $6M/year in average annual revenue.=====All interested offerors shall provide a proposal for the following: Acquisition Support Services: CLI N 0001 - 4 month base period = 700 hrs., Option 1 (additional 4 months) = 700 hrs., Option 2 (additional 4 months) = 700 hrs., Option 3(additional 4 months) = 700 hrs., Option 4 (additional 4 months) = 700 hrs., Option 5 (additional 4 months) = 700 hrs. =====Place of performance is DHS Headquarters (HQs), Washington DC (some work may be performed at Contractor facility, but it is anticipated that at least 60% of effort will be performed at DHS). DHS will provide work space at DHS HQs, Contractor will p rovide its own computer equipment. Work shall begin as soon as possible. Time is of the essence. The Government anticipates that one highly qualified person will be able to perform these services. This person will be considered key personnel in accorda nce with the key personnel clause below. The Government anticipates award of a indefinite-delivery, requirements type contract.=====From the Federal Acquisition Regulation (FAR), the following provisions and clauses are applicable to this solicitation: FAR 52.212-1, FAR 52.212-2 (Significant evaluation factors in order of importance are, qualifications of proposed personnel, price, experience, past performance. All evaluation factors other than price, when combined, are approximately equal to price.) FAR 52.212-3, FAR 52.212-4, FAR 52.212-5 (and the following clauses cited in FAR 52.212-5 apply, 52.203-6 Alt I, 52.219-6, 52.219-14, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.232.33, 52.232-36), 52.217-9, 52.216-18 (orders may be iss ued from date of award through two years from date of award), 52.216-19 ((a)minimum order is 40 hours, maximum order (b)(1) is 700 hours, (b)(2) is 700 hours, (b)(3) is 90 days), 52.216-21 ((f) is 2 years and 4 months from the date of award). From the De fense Federal Acquisition Regulation Supplement (DFARS), the following provisions and clauses are applicable to this solicitation: DFARS 252.212-7000, DFARS 252.212-7001 (and the following clauses cited in DRAFS 252.212-7001 apply, FAR 52.203-3). Full tex t of these clauses may be found at http://web.deskbook.osd.mil/. The following local clause is applicable: USAMRAA 52.042-4033 KEY PERSONNEL (MAR 1999) (USAMRAA) a. The Contractor agrees to utilize the following Key Personnel on this contract: b. The ab ove Key Personnel shall be utilized as necessary to fulfill the requirements of this contract. c. The offeror must provide thorough and detailed documentation o f the experience, abilities, and background for Key Personnel under this contract in the form of resumes or equivalent statements of qualifications. Such documentation should include but not be limited to: name, curriculum vitae, type and description of ex perience. d. The contractor agrees that during the contract performance period substitution for Key Personnel shall not be permitted unless such substitution is necessitated by sudden illness, death, or termination of employment. In any of these events, th e contractor shall promptly notify the Contracting Officer and provide the information required by paragraph (e) below. e. All requests for substitutions must provide a detailed explanation of the circumstances necessitating the proposed substitution(s), a complete resume for the proposed substitute(s), and any other information requested by the Contracting Officer needed to approve or disapprove the proposed substitution(s). All proposed substitutes shall have qualifications that are equal to or higher tha n the qualifications of the person to be replaced. The Contracting Officer or his authorized representative will evaluate such requests and promptly notify the contractor of his approval or disapproval thereof. f. If any of the listed Key Personnel are su bcontractor personnel, the contractor shall include the substance of this clause in any subcontract which he awards under this contract.=====Contractor must be CCR (Central Contractor Registration) registered to receive an award.=====All offers shall be su bmitted in writing, via email to don.wheatley@amedd.army.mil, with the solicitation number only included in the subject line of the email, and received by 4:30 pm EST, on 9/22/03.
