Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. Solicitation USZA95-03-R-0038 is issued as a Request for Proposal (RFP). This notice constitutes the only solicitation. A written solicitation will not be issued. The items to be quoted are modular buildings. Quantity is one (1) each with options for up to three (3) additional modular buildings. The price/delivery schedule, building floorplans, statement of work, and building specifications are available electronically. Contact Fred Bischoff at mbischoff@tapo.eustis.army.mil. ,or (757) 878-3299x361, for these files. This solicitation is unrestricted and provides for full and open competition. The NAICS code is 321992 and the small business size standard is 500 employees. Offerors shall submit firm fixed-price quotations only. All offers must be submitted electronically to Fred Bischoff at mbischoff@tapo.eustis.army.mil. Offers are due no later than 22 September 2003 by 4:00 PM local time. Each offer should clearly state how the RFP requirements will be met or exceeded. Award shall be made on the basis of the lowest evaluated price, including all option pricing, of proposals meeting or exceeding all requirements of the drawings, statement of work, and building specifications. Ability to meet the delivery schedule is an evaluation factor but is less important than technical acceptability and price. Delivery dates are specified in the price/delivery schedule. If a specified delivery date cannot be met, state the best date you can meet in your offer. Past performance is also an evaluation factor. Past performance is significantly less important than the evaluation factors cited above. FOB point is destination. Inspection and acceptance shall be at destination by the Government. Delivery point is the 160th SOAR, Fort Campbell, KY. DPAS assigned rating is DO-A1. This RFQ incorporates the following provisions and clauses: FAR 52.212-1, Instructions to Offerors - Commercial; FAR 52.212-2, Evaluation ? Commercial Items; FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items; FAR 52.212-4, Contract Terms and Conditions; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders; DFARS 252-212-7000 Offeror Representation and Certifications ? Commercial Items; and DFARS 252-212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items. Any award resulting from this RFQ will be issued on a SF 1449 and will incorporate all clauses required by law, the FAR and the DFARS as appropriate.
