Description
NA . PROJECT INFORMATION: This is a 100% set-aside for small business. Provide Architect-Engineer (A-E) services relating to Value Engineering for projects assigned to Seattle District Corps of Engineers. Work may entail work assigned to Seattle District b y other districts such as Alaska District. The intent is to select Architect-Engineer (A-E) firms or teams for value engineering and charrette facilitation services as needed by the district. Typical types of services to be provided are value engineering and studies of project features and design systems. The services could also include facilitating in early concepts of 0% to 20% design functional analysis, architectural charrette works shops using VE methodology. The services are needed to support desi gn projects managed by Seattle District but in the Alaska District boundaries. 2. SELECTION CRITERIA: The following selection criteria are listed in descending order of importance. Criteria A through E are primary selection criteria. Criteria F through H are secondary and will only be used as tiebreakers among the technically equal firms. (A) Specialized experience and technical competence in (1) Experience in preparing VE studies as the lead role; and (2) experience leading/facilitating the design charrette process.. (B) Professional personnel: The minimum in-house requirement is 1 team leader, from any discipline, who must be a SAVE Certified Value Specialist (CVS). Other disciplines may be subcontracted but must include: 2 Certified Value Specialists (CVS) or Associate Value Specialists (AVS) and 1 clerical staff capable of taki ng electronic notes during meetings. Responding firms MUST address each discipline, clearly indicating which shall be subcontracted, and provide SF254 and SF255 for each subcontractor as necessary. (C) Ability to maintain schedules and accomplish required work on multiple task orders simultaneously, and to facilitate multiple charrettes in the same week. (D) Demonstrated success in prescribing use sustainable design using an integrated design approach emphasizing environmental stewardship in the areas of energy and water conservation, use of recovered and recycled materials and waste reduction. The evaluation will consider projects performed by the prime firm and subcontractors designers and their qualifications. (E) Past performance on DOD and other cont racts with respect to cost control, quality of work and compliance with schedules. SECONDARY CRITERIA: (F) Location of the firm in the general geographic area of the projects and knowledge of locality. (G) Volume of DoD contract awards in the last 12 mo nths. (H) Extend of participation of SB, SDB, historically black colleges and universities, and minority institutions in the proposed contract team, measured as a percentage of the estimated effort. 3. CONTRACT INFORMATION: Provide Architect-Engineer (A-E) services relating to Value Engineering for projects assigned to Seattle District Corps of Engineers procured in accordance with PL 92-582 (Brooks A-E Act) and FAR Part 36 are required for architect ural, landscaping/civil, mechanical, electrical and structural engineering design related to the Seattle District, U.S. Army Corps of Engineers mission. An indefinite delivery contract will be negotiated and awarded, with a base period not to exceed one y ear and two option periods not to exceed one year each. The amount of work in each contract period will not exceed approximately $300,000. An option period may be exercised when the contract amount for the base period or preceding option period has been exhausted or nearly exhausted. Work will be issued by negotiated firm fixed-priced task orders not to exceed the base contract amount or $900,000. The contracts are anticipated to be awarded in November 2003. The Standard Industrial Classification System Code (SIC) has been replaced by the North American Industry Classification System Code (NAICS). The NAICS Code for this procureme nt is 541310, which is matched to SIC Code 8712. For the purposes of this procurement a concern is considered a small business if its average annual gross receipts are $4 million or less. To be eligible for contract award, a firm must be registered in th e DoD Central Contractor Registration (CCR). Qualified firms desiring consideration shall submit one copy of S F 255, including organizational chart of key personnel to be assigned to this project, current SF 254, and consultant's current SF 254's.
