- Description
- The Environmental Protection Agency has a requirement for Support for Policy Development, Analysis and Information Development, Communications Strategy Design, Education and Outreach Products, and Dissemination of Guidance on Indoor Environmental Quality Issues. The Indoor Environments Division (IED) in the Office of Radiation and Indoor Air (ORIA) focuses on several critical aspects of indoor air quality that pose significant risks to public health. These priority areas include: Asthma, Schools, Radon, Secondhand Smoke, Large Buildings. The successful offeror will provide the necessary personnel, materials, equipment, services and facilities to perform analytical services, including cost-benefit and/or other economic analyses, market penetration assessments, etc., to evaluate the effectiveness of current Agency policies on indoor environmental quality and provide recommendations for improvements; support to analyze and/or develop information about indoor pollutant exposure and contamination problems; support for developing effective methods to communicate with the general public and with specified target audiences, domestically and internationally; support in the development and implementation of information and outreach materials, including paper, multi-media, and electronic formats, to be disseminated to target audiences such as the public, school officials, health care providers. EPA anticipates the award of a cost-plus-fixed fee level of effort type contract with a base period of performance of eight (8) months, with four (4) additional twelve-month option periods. The total duration of the proposed contract is sixty months (56). The procurement will be processed as a full and open competition. The contract will consist of 25,400 base quantity labor hours and 25,000 optional quantity labor hours for the base year. In addition, the contract will allow for four (4) 12 month options for 25,400 basic and 25,000 optional hours each. The NAICS 541620 applies with a size standard of $5M in average annual receipts over the last three years. The solicitation is anticipated to be issued approximately 9/11/03. Proposals will be due on 10/14/03. No further synopsis will be issued. This is not a follow on contract. The solicitation and any amendments will be available via the internet at www.epa.gov/oam/rtp_cmd. Firms are encouraged to access the solicitation and any amendments via the internet. If you obtain a copy of the solicitation via internet, it will be your responsibility to frequently check the same site where the solicitation is posted for any amendments. Hard copies or diskettes will not be available. Telephone and fax request will not be honored.
