- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. (ii) Solicitation F13DEA32250100 is issued as a Commercial Solicitation using Simplified Acquisition Procedures found in FAR Part 13. This solicitation document and incorporated provisions and clauses are those that are in effect through Federal Acquisition Circular 2001-14. It is the contractor?s responsibility to be familiar with applicable clauses and provisions. (iv) N/A. (v) The contractor shall provide all labor, design, tools, equipment, plant, material, and other items and services necessary to provide Explosive Training Aids. Improvised explosive device training aides to support ACC Explosive Ordinance Disposal (EOD) Home Land Defense training programs. The devices required are as follows: 16 Ea. Device Monitor. Description: The device monitor is used to track the functioning status of improvised explosive device training aids. 16 Ea. Drum 16 Gallons. Description: The 16 gallon drum device is a metal storage drum with a mechanical clamp band sealing the lid. The device comes with a booster pipe bomb, filled with simulated plastic explosives, either attached to the lid or in a free-floating configuration. 16 Ea. Seattle Wristwatch Timer. Description: Replica of the Time Power Unit (TPU) confiscated at the Seattle/Canada border around New Years 2000. 16 Ea. Wristwatch Timer Recognition Trainer. Description: A visual aid to demonstrate the use of wristwatches in IED construction. 16 Ea. 6 Pack Cooler Device. Description: The 6-pack cooler houses 3 blocks of simulated SEMTEX inside the cooler. 16 Ea. Inert Electric Blasting Caps (10 per unit). Description: Kit contains 10 inert caps. Practice blasting caps. 16 Ea. Inert Black Powder, 3lbs Description: Can contains 3 lbs of simulated black powder. 16 Ea. HE-Kit Description: 12 C-4, 16 Dynamite, 4 SEM, 4 DM12, and 3 ecaps. Description: Replica of a standard military and commercial high explosive charges. 16 Ea. 3-gallon dispersal. Description: Approximately 3.5 gallons of simulated chemical agent is contained in a sealed water container. (vii) Unit of issue = each. (viii) The date of delivery shall be no later then 30 days ARO (After Receipt of Order) or sooner to HQ ACC/SCXA, Langley AFB, VA 23665. FOB Destination. Responsibility and Inspection: Unless otherwise specified in the contract or purchase order, the supplier is responsible for the performance of all inspection requirements and Quality Control. (viii) The provision at FAR 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. (ix) The Government will award a firm-fixed price contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: cost/price. Alternate proposals will be accepted. (x) Offerors are reminded to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items with its offer. The before mentioned provision is included in Attachment I.
