Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This requirement will be satisfied using commercial acquisition procedures specified in FAR Parts 12 and 13.5; as lowest price, technically acceptable. This announcement constitutes the only solicitation; firm-fixed-price proposals for procurement of the following items are being requested and a written solicitation will not be issued. Solicitation number DTCG38-03-R-H00009 is being assigned to this procurement for tracking purposes only and this synopsis/solicitation is being issued as a Request for Proposal (RFP). The incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2001-15. This requirement is being conducted as a small business set-aside; the North American Industry Classification Code is 336413 and the size standard is 1000 employees. The Coast Guard seeks to award one contract for the procurement of reconditioned/refurbished aircraft seats with the following specifications: Total number of seats required is 540 passenger-type seats to consist of 108 left-handed seats and 108 right-handed seats. Reconditioned/refurbished passenger-type seats, refurbished so as to look new, to ?zero-time?, are acceptable, provided all seats originate from the same manufacturer. Documentation of traceability to the Original Equipment Manufacturer (OEM) is required with each seat. Seat leg width must measure 22 ? inches and must be able to mount to tracks on existing pallets used by the USCG?s HC-130 aircraft. Seats must conform to current FAA regulations for fire blocking certification and return to service documents. Documentation of FAA compliance is required with each seat. Seat style: Economy class consisting of durable upholstery of neutral color and pattern. Reconditioned/refurbished seats must have new, high quality seat back and bottom cushions, consisting of a smooth, cushioned surface and new upholstery with tray table. The seatbacks must have reclining capability and magazine pouch. The Coast Guard does not own, nor can it provide drawings or specifications for these items. Inspection and acceptance shall be performed by Destination. Offers are invited on either F.o.b. Destination or Origin. Delivery must be accomplished as follows: 66 left-hand seats and 99 right-hand seats (165 total) to USCG Air Station Elizabeth City, Hangar 49, Elizabeth City, NC 27909; 54 left-hand seats and 81 right-hand seats (135 total) to USCG Air Station, c/o Support Center, Bldg. 26, Shipping and Receiving, Kodiak, AK 99619; 48 left-hand seats and 72 right-hand seats (120 total) to USCG Air Station Clearwater, 15100 Rescue Way, Clearwater, FL 33762; 30 left-hand seats and 45 right-hand seats (75 total) to USCG Air Station Sacramento, 6037 Price Ave., Bldg. 1106, McClellan AFB, CA 95652; 18 left-hand seats and 27 right-hand seats (45 total) to USCG Air Station Barber?s Point, 1 Coral Sea Road, Bldg. 1669, Kapolei, HI 96707. Offerors? proposals are to include a delivery schedule, which may be staggered based on the entire quantity; however delivery must occur of the total quantity no later than 30 June 2004. Packaging of the items for shipment shall be in accordance with the Contractor?s best commercial practices with the following exceptions. Each item or unit must be individually packed in a separate box, carton, or crate. Each individual container shall be labeled on the outside with National Stock Number, Part Number, Serial Number, Quantity, Nomenclature, Contract Number, Line Item, and Delivery Order Number. Only Bar Coding of the National Stock Number is necessary. The internal packaging material shall be sufficient to prevent damage during shipment, handling and storage. Each unit shall be packaged to protect against electrostatic damage. Preservation protection must be sufficient to prevent corrosion, deterioration or decay during warehouse storage for a period of one year, but no preservation coating will be applied directly to the component. Packaging material shall NOT consist of the following material: popcorn, shredded paper, styrofoam of any type, or peanut style packaging. Offers are required by close of business on 16 September 2003. Facsimile offers are acceptable and may be forwarded via fax number 252-335-6452. Offeror?s are instructed to include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications?Commercial Items (June 2003) with their offers. Offerors that do not have access to these certifications may request a copy from the point of contact reference above to obtain them. In accordance with FAR 15.304, past performance will be evaluated and documented. In order to facilitate this evaluation, offerors are required to submit three (3) references capable of verifying past performance information pertinent to on-time deliveries, quality deficiencies, and overall responsiveness. Notice to Offerors: It is the policy of the Coast Guard to issue solicitations and make contract awards in a fair and timely manner.
