- This notice is a combined synopsis/solicitation Notice of Intent for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. The solicitation number for this solicitation is NOI-RML-30013. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-15 dated 08/25/03. This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is total a Small Business Set-Aside. The North American Industry Classification System (NAICS) code for this procurement is 541940 and the small business size is $6.0. schedule: The Rocky Mountain Laboratories (RML), Laboratory of Persistant Viral Diseases, (LPVD), proposes to award a purchase order to Ridglan Farms, Incorporated, P.O. Box 318, Mount Horeb, Wisconsin 53572 for 30 female beagle dogs. LPVD performs research on Rabies. Rabies is a successful zoonotic disease persisting over time and achieving worldwide distribution in a variety of warm-blooded species. LPVD has previously utilized the Ridglan strain of beagle in a scientific protocol involving rabies and antibody production. Scientifically, the investigator cannot use any other strain of dog for this study in order to maintain compatibility and have correlative data. The facility must be United States Department of Agriculture (USDA) certified. Deliverables: the supplier will maintain 30 female dogs in their facility for the year of the study, draw the required blood samples, ship the samples to the RML Project Officer and at the conclusion of the study the supplier would ship the dogs to the Center for Disease Control (CDC) Atlanta, GA at the end of the one year time period. FOB Point shall be Destination, Hamilton, MT. Delivery location is Rocky Mountain Laboratories, 903 S. 4th Street, Hamilton, MT. The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instructions to Offerors?Commercial; FAR 52.212-2 Evaluation?Commercial Items; FAR 52-212-4 Contract Terms and Conditions?Commercial Items; FAR 52-212.5 Contract Terms and Conditions Required to Implement Statues or Executive Orders?Commercial Items. Offerors must include along with their offer a completed copy of the provisions at FAR 52.212-3 Offerors Representations and Certifications?Commercial Items. Award will be based on the capability of the item offered to meet the above stated salient characteristics, delivery, price and past performance. Offers may be mailed or faxed to the POC indicated above (Fax - 406-363-9438). Offers must be submitted not later than 4:30 PM (MDST), 09/23/03.
