- SOURCES SOUGHT - Under Statutory Authority 41 U.S.C. 253(c)(1), the Government anticipates entering into sole source procurement negotiations with Securitas Security Systems (formerly Pinkerton System Integration, Minneapolis, MN) to furnish and install additional Panic/Security Alarms and software to upgrade current system. NAICS Code 561621, $10.5 million. The contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source under FAR 6.302. The Authorities cited and justification is made based on the determination that the Government’s minimum needs can best be satisfied by services available from one source. Other persons may identify their interest and capability to respond to this requirement by September 17, 2003. All interests received on or before September 17, 2003 will be considered by the Government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered soley for the purpose of determining whether to conduct a competitive procurement. NOTE – DOCUMENTS AVAILABLE IN HARD COPY ONLY – INTERESTED PARTIES MUST REQUEST IN WRITING BY FAX TO 612-725-2072; THIS OFFICE WILL MAIL DOCUMENTS OVERNITE EXPRESS. Contractor shall furnish all material, equipment and labor necessary to complete the proposed Panic Security Alarm Points as indicated on Drawings No 1081 series and Specification 03-05; work to include installation of new panic buttons, remote alarm systems for various areas, new micro-5, update existing boards with new boards; provide wiring from alarm buttons to telephone patch panel and connection to main computer in Police/Security Office; provide electrical power (110 volt) as required for devices, and other miscellaneous work. New work shall include providing 70 new alarm points for Base Line Item I; Alternate Adds A, B, C, D and E for an estimated 89 additional alarm points with wiring, additional boards and additional Micro 5 Processor; Base Line Item II includes replacing and/upgrading existing software Picture Perfect Software version 1.5.2 and existing Portrait Perfect Software version 2.4.1.a. located in the host main computer in the Police/Security Office; Alternate Add F allows for providing Secure Perfect 4.0 software in place of Picture Perfect 2.0. Solicitation will be issued under FAR Part 12, Commercial Item format. A site walk for interested vendors will be conducted August 26, 2003 at 1:30 P.M. – meet in Facilities Engineering, Room BR-138. A second site walk is scheduled for 9/15/03 at 10:00 a.m. Non-attendance of site walks will not relieve the successful contractor from meeting all requirements, terms and conditions of subject project or from compliance with all field verifications and requirements to install a fully operational and functional system. Proposals to include technical capability and past performance information to include a minimum of 3 installations (government or commercial) with that customer’s name, telephone number and approximate dollar value. The government intends to make a best value award subject to technical capability and price evaluation. Request for documents must be in writing or by fax to 612-725-2072, Attn: Mavis Nelson.
