- SIC code 3812, MAUS IV Scanning System This is a combined synopsis/ solicitation for a commercial item prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. Solicitation F04666-03-T-0074 is issued as a Request for Quote using Simplified Acquisition Procedures. Description: MAUS IV Portable Scanning System, manufactured by McDonnell Douglas/Boeing Description: Specification for an NDT Inspection System SCOPE Purpose The purpose of this document is to provide specification requirements as basis for the award of a purchase contract of a multiple method nondestructive testing inspection system. Intended Use The portable, nondestructive inspection system will be used to inspect aircraft composite structures at Beale Air Force Base. REQUIREMENTS Scope of Work The vendor shall provide a turn-key inspection system that fulfills the performance specifications defined in this document. The vendor shall provide five days of training for the buyers operations and maintenance personnel. The vendor shall provide two copies of Users and Maintenance manuals. Performance The system must be capable of collecting 400 sq ft of continuous C-scan data using ultrasonic pulse-echo sensors and resonance sensors. The C-scan data file format must conform to data formats used in the Boeing AUSS/MAUS inspection systems to insure data compatibility with original manufacturing inspection data. The system must be capable of simultaneous data collection using up to four channels assigned to ultrasonic pulse-echo and/or resonance sensors in one inspection pass. The system must be able to detect 0.125” x 0.5” defects regardless of defect orientation relative to scan direction in any portion of a composite laminate. The system must be able to detect 0.25” x 1” defects in bondlines between composite laminates and substructure. The inspection rate shall be 100 ft2/hr for structures and materials with a minimum radius of curvature of 60”. The inspection rate shall be 50 ft2/hr for structures and materials with a minimum radius of curvature of 6”. This system must be cable of the following inspections. Ultrasonic inspections: Pulse-Echo, Thru-transmission, Shear wave; Bond testing: Resonance, Pitch/catch, and Mechanical Impedance; Eddy Current testing: Single frequency and Dual Frequency inspection. Unit must have portability, durability, shock resistance, repeatability and able to sustain operations in extreme temperature conditions from 30 degrees to 120 degrees Fahrenheit. Equipment must have capability of fully automated inspection and hands-free operations. Voltage requirements must include: operation from multiple voltage supplies (110-120 or220-240 VAC at 50 or 60 Hz) for operations in foreign countries. Equipment must also be capable of operations with direct current battery pack. Hardware The system shall include a portable laptop computer with the following minimum capabilities: Intel Pentium IV 1.2 GHz processor 15.7” SXGA TFT Display 512 MB memory 40 GB Hard Disk Drive Recordable CD R/W Modular 3.5” Diskette Drive Microsoft Windows 2000 Microsoft Office Professional The system shall include an electronics chassis that contains all of the circuitry required to drive the ultrasonic pulse-echo and resonance sensors. The system shall include a scanner assembly that attaches to an aircraft wing in horizontal, vertical, and inverted orientations. A small manual scanner shall also be included in the system for inspection of small areas. The system shall be packaged in two shipping containers with combined weights less than 100 pounds.
