STATEMENT OF WORK Non-Personal Services Contract for Education Advisor 1. DESCRIPTION OF SERVICES: Non-personal services in support of U.S. Air Force voluntary off-duty education program to include providing academic advisement, information, and guidance plus preparation of documents associated with the services provided and administrative duties as assigned. 2. PERIOD OF PERFORMANCE: Contract start date is 1 OCT 03 through 30 SEP 04. The selected contractor/individual must have at least one year remaining at the current duty station to provide for continuity. Must obtain DUNS number and register as official government contractor prior to acceptance of bid. 3. QUALIFICATIONS: A baccalaureate degree from a regionally accredited American college or university is required. Masters degree and/or 15-30 semester hours in counseling, secondary education or a related discipline is preferred. Excellent customer service skills and verbal communication skills are essential. Appropriate related professional work or volunteer experience of at least 1 year is desirable. Knowledge of/experience with AF terminology, office procedures, and education programs plus familiarity/facility with WINDOWS NT, Microsoft Word, PowerPoint, Excel and Access is desirable. Resumes and transcripts shall be submitted with bid packages to the base contracting office. 4. WORK HOURS/DAYS: The government will determine the number of units (a pre-scheduled four hour block of time dedicated to providing the services identified in this Statement of Work) required each week and will notify the contractor with the intended schedule no later than 7 days prior to the designated work unit. Units will not be worked on federal holidays or when the office is closed or outside the normal work hours of 0700 to 1700 M-F. It is estimated that an average of five (5) to ten (10) units will be required per week and that each unit will require 4 hours. Single units may be required to cover the 1000-1400 period, Monday through Friday. Occasionally, at the request of the Chief, Education Services Flight or designee, two units may be scheduled in the same workday ( 0800-1200 and 1230-1630). Exact days and times of services may be jointly determined by contractor and government in advance and may be modified by mutual agreement according to changing program needs with a minimum 24 hours notice. 5. GUIDELINES: All tasks shall be accomplished in accordance with AFI-36-2306 and all other pertinent Air Force, Air Mobility Command, DANTES and local command policies and publications. Contractor will have read AFI-36-2306 and will become thoroughly familiar with the CCAF Handbook and Counselors Guide, as well as all on base schools and degree programs, preferably prior to but no later than the first week of employment. The AFIs will be made available upon request (available through on-line reference material). The handbook, guide and school catalogs are available in the ESC office. 6. SECURITY REQUIREMENTS FOR UNCLASSIFIED CONTRACTS a. Security Training. The contractor agrees to undergo initial and recurring security education training from the sponsoring agency?s security manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31-401, "Information Security Program Management". Initial training must be completed within the two (2) wordays of contract start date. Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program. b. Pass And Identification Items. The contractor shall obtain the personal and vehicle pass and identification items required for contract performance. c. Retrieving Identification Media. The contractor shall return all identification media, including vehicle passes prior to departing for any reason before the contract expires; e.g. terminated for cause, retirement, etc. d. Traffic Laws. The contractor shall comply with base traffic regulations. e. Weapons, Firearms, and Ammunition. Contract employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on (Andrews AFB). g. For Official Use Only (FOUO). The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program, requirements. This regulation sets policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material. h. Reporting Requirements. Contractor personnel shall report to an appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DOD personnel, contractor personnel, resources, and classified or unclassified defense information. Contractor employees shall be briefed by the CESF or designee upon initial on-base assignment. i. Physical Security. The contractor shall be responsible for safeguarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment, and materials shall be secured. j. Controlled/Restricted Areas. (IF APPLICABLE) The contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies Security Manager before a Restricted Area Badge will be issued. Contractor employees must have a completed National Agency Check (NAC) investigation before receiving a Restricted Area Badge. k. Key Control. (IF APPLICABLE) The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government. 1) The contractor shall immediately report to the CESF or Quality Assurance Evaluator (QAE) any occurrences of lost or duplicated keys. 2) In the event keys, other than master keys, are lost or duplicated, the contractor may be required, upon written direction of the contracting officer, to re-key or replace the affected lock or locks without cost to the government. The government may, however, at its option, replace the affected lock or locks or perform re-keying and deduct the cost of such from the monthly payment due the contractor. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the government and the total cost deducted from the monthly payment due the contractor. 3) The contractor shall prohibit the use of keys, issued by the government, by any persons other than the contractor?s employees and the opening of locked areas by contractor employees to permit entrance of persons other than contractor employees engaged in performance of contract work requirements in those areas. l. Lock Combinations. (IF APPLICABLE) The contractor shall control access to all government provided lock combinations to preclude unauthorized entry. The contractor is not authorized to record lock combinations without written approval by the government Program Manager. Records with written combinations to authorized secure storage containers, secure storage rooms, or certified vaults, shall be marked and safeguarded at the highest classification level as the classified material maintained inside the approved containers. 7. SPECIAL REQUIREMENT: Incumbent must inform the Chief, Education Services Flight of anticipated absence from a scheduled unit at least 24 hours prior to scheduled absence except in emergency situations. Non-emergency leave of 1 week or more must be scheduled with the Chief, Education Services Flight at least 2 weeks in advance and may not exceed two weeks at a time with a maximum of 4 weeks in one fiscal year. Leave will not be scheduled 2 weeks prior to the end of on base college registration periods or while one or more GS9 counselors is on leave or TDY. 8. MATERIALS AND EQUIPMENT: The government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access), telephone and other materials and equipment mutually agreed to fulfill the requirements of this contract. 9. SPECIFIC TASKS: a. Advises active duty AF personnel on all programs available through voluntary off-duty education, the Community College of the Air Force (CCAF), Defense Activity for Non-Traditional Education Support (DANTES), AF Institute of Advanced Distributive Learning (AFIADL), officer accession programs and other educational support programs as required by the Chief, Education Services Flight (CESF). Keeps the CESF current on all program and catalog changes and advises affected students promptly. b. Advises AF personnel of Professional Military Education (SNCOA/Course 5, SOS, AFIT, ACSC, AWC) programs available for enlisted personnel and officers by correspondence, in residence or seminar format and assists them in registering for appropriate programs. c. Provides information and required forms to prospective applicants of specialized AF programs to include (but not necessarily limited to): Operation Bootstrap Permissive/Non-permissive TDY, AECP, LEAD, SOAR, AFROTC/ASCP, and OTS. Performs preliminary check for accuracy and completion of application package. The contractor will assist applicants with determination of their grade point average (GPA) requirement according to specific program guidelines. Refers applicants to CESF or designee for final check of package prior to mailing. d. Provides information regarding Air Force tuition assistance, VA education benefits, federal financial assistance programs, local scholarships, and Air Force Aid Society grants to all eligible personnel. Assists students with completion of all applicable forms/applications. Processes AF TA forms via the AFAEMS software program. e. Refers students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their education goals. f. Must be thoroughly familiar with the DANTES test program and advises students of DANTES tests that are applicable to their programs of study. Administers and interprets pre-tests and non-timed interest and placement tests as appropriate to the individual counseling process. g. Assists AF students in changing education level codes by preparing appropriate correspondence, forms, and academic documentation required to update individual AF personnel records with their current educational status. After document verification by CESF or designee, forwards information to the appropriate agency via mail, fax, or computer, as available. h. Conducts follow-up activities (phone calls, mail-outs, emails) to ensure individual student educational objectives are being met. i. Responsible for preparing all necessary correspondence and forms and maintains related records and logs required to support all aspects of job tasks. Also maintains statistical data as required by the Chief, Education Services Flight and assists with reports and other administrative tasks as requested. j. Plans and executes semiannual CCAF graduation ceremonies. Provides CESF with detailed timeline of graduation-related activities at least 3 months in advance of graduation dates. Provides weekly updates via email up to the day of the ceremony. Performs administrative follow-up including thank you letters and an after-action report. k. Maintains a by-name and date record showing advisement or counseling sessions conducted and submits in person to the Chief, Education Services Flight at the Education Center, along with the invoice at the end of each month. l. Uses the Air Force Automated Education Management System (AFAEMS) to maintain individual student records. m. Helps out at the front desk with walk-in and phone customers as needed. n. Assist with publishing a periodic Education newsletter, updating the education office handouts as needed, and providing education site updates to the designated MSS webmaster. o. Assists with annual recruitment campaigns for ACSC and AWC on base seminars. Makes the necessary logistical arrangements (classrooms, material support, etc) to conduct the on base seminars. p. Assists with set up/tear down/manning of Right Start and other education displays as needed. q. Assists with accounting spreadsheet entries, TA form verifications, monthly metrics, publicity materials, survey collection and compilation, filing and other program-related administrative work as needed. 10. TERMINATION: Contract may be terminated in accordance with the termination clauses contained within the contract. 11.
